Phenolic can be threaded. I tapped some 10-24 set screws in the corners so my plate could be levelled flush to the table. The 1/2" phenolic sat slightly proud of the table, so I had to belt sand it a little thinner. 3/8 would have been better, but the 1/2 worked well.
That little plate is there for you to put a pencil line to indicate where the kerf of the blade is I believe it mentions it in the owners manual. If you change between thick and thin blades it may be helpful but I’ve never used it

It just slides over the pin and a wing screw tightens it into place by wedging into a v shaped recess on the pin. It takes only a few seconds to take it off or put it on, and the v shaped recess makes sure it aligns with the blade.

What is the other circle insert called and what is it used for? Just before the throat plate.
