If one has notl secured the admission yet and want to start the process, can the loan be given to facilitate the process ?

As far as my experience is concerned,I already got an MPOWER Loan before I got my admission in the institution of learning in the United States. So before I completed my applications which kind has a delay because of my transcript my former higher institution because of the christmas holidays..So after like 3weeks of getting the funding from MPOWER got expired so I was advised to re-apply if still interested. That's my story. So how best can you advice me now?

i would like to talk about the uploading of documents. What i know is that anytime documents are uploaded, they are pre- saved before the next section but this isn't working for me like that so i could continue. Any highlights on that?

12 APR % interest rate i saw on the website, How does it work? does the amount supposed to be repaid back increase by 12% yearly or what, Like if after 3 years does the interest rise up to 36%?
