As a Russian I can also confirm that we sometimes face issues with migrants and crime, it's quite simple, although I could be wrong but this is how I see it:
The collapse of a planned socialist economy and post-capatilisim and urbanization have played vital roles in leading to our current situation. Simply put:
We as Russians, don't want to work low paying jobs, whereas private companies and government authorities don't pay much for cleaning the streets, mopping the floors, etc. work that could be done by almost anyone, hence these jobs are taken by migrants, these migrants (not all of them to be frank) make less money that they would like, and are sometimes approached by criminal organisations to sell or spread drugs (I would like to stress that it's not happening in every case) they accept theses "lucrative" offers and get sucked into crime, sometimes they are just mentally ill (since they aren't forced to take psych-evaluation tests) and simply do crimes that don't merit any profit, "diaspora" organizations try to smooth things out, these are a few most common examples.
IMHO my government needs to place more strict laws and regulations for any crimes committed by individuals be they immigrants, indigenous, etc. criminals need to understand that rape, drugs, thievery, extortion, and other crimes will be dealt with accordingly. What's happening in Russia isn't as dire as Europe or ther Untied States, there's still a good chance to correct things.
Although I'm not blinded by illusions on how the world works, for instance how pharmaceutical corporations are benefitting from LGBT propaganda by selling hormone treatments and operations through surgeons, generally people are being manipulated by those who could profit from them 😔 a sad reality, the only way to deal with it, is to enlighten people, assuming they want to be 😑

I was laughed at when I said I voted for the UK to leave the EU. Economically it suffers from diseconomies of scale at the very least. At the very worst it is a self perpetuating autocracy. Why? Before any democratically elected MEP gets to see any suggested statute, it has to be proposed by the members of the EU commission, all of whom are non-elected, but put forward by the member Governments. The EU president decides what areas each member may address.
So it is not a democratic institution and it is controlled directly by one person.
