No that is not the case. However to diagnose any electrical system you have to have a stable 12 volts and it looks like your car battery is not in a good status.
@DallasAutoDiag I ended up pulling the battery and getting it tested at Autozone. They said it was bad so I replaced it and the code cleared and check engine light went away.
As much as I love to help a viewer, I apologize for not being able to do so as I am not setup to do mobile mechanic work. I could refer you to someone though.
