    We have our RFC number but not the electronic signatures. Do we need the electronic signature to give our RFC number to the banks, CFE, Telmex and water bill.

    BEWARE! I am a tax professional. From the moment you become a resident of Mexico (temporary or permanent) you shall file tax returns on your WORLDWIDE INCOME. But, once you obtain the RFC, they got you on the loop and there is no way back! If you fail to file the returns, it could be considered as tax evasion and it is punishable with prison in México. PLEASE think more than twice prior to becoming a resident. You have fair better chances coming and going or even renewing your entry permits, then by becoming a tax resident. SPECIALLY under this new administration

    My question is : If a person has two developed property's in Mexico and has an RFC , are they still entitled to get a reduced capital gains on both property's or is limited to just the one where they living? Both property's have CFE in my name but my Mexican drivers license only has the one address on it.

    If this notice is mailed to me, I doubt I'll receive it before the deadline. Additionally, when my husband died, I paid CFE 5000 pesos to remove his name from the account.

    The entire problem of doing anything related to the government dates back to the War of 1847 and the Batallón de San Patricio. After the war, the surviving Irish settled in Mexico and they included the Murphy clan. And THEY introduced Murphy's Law into Mexico. So, there you have it. Still thanks for the info. 30 years in Mexico married to a Mexican and didn't have a clue.

      Nope, the power will stay on. No worries. If you don't need on taking deductions etc, it's not imoirtant at this time. I plan on doing a video to put people's minds at rest tomorrow.

    What does “Ex Pat” mean - that you now reside in MX? We have temp Visa’s and own property but do not have an RFC (that I know of). Does this effect me as far as having to provide and RFC as we live in the US.

    coming to Mexico in September with a permanent visa for canje, do I have to get this as well at the same time or can it be done afterwards

      Theer is no rush on this. You should finish the process to get your permanent resident card. You will get a CURP (alphanumeric population identifier) at that time and you can then apply for an RFC (alphanumeric tax identifier). If you own your property, you should get that added to your CFE bill to help you qualify for a capital gains exemption down the road.

    Look at the RMU # on your CFE bill. Format is [postal code] [meter install date] [RFC#] CFE.....on my bill I have a number of XAXX-010101 000 AS THE RFC# I BELIEVE THIS IS A GENERIC NUMBER

      My Telmex bills allows me to update to a Generic RFC and that was XAXX010101000 , which Also happens to be the same number that already shows on my CFE bill (although i advised nothing) so my guess is that this is the generic RFC for the BCS (anyway) area as it’s different from the number provided in the video

    This only applies to people who file taxes in Mexico and use facturas for business or professional expense deductions.
    RFC is a separate thing, necessary for residents for services, banking, etc, but this specific list of CFE requirements and the deadline would only apply to people who file taxes in Mexico and deduct electricity as an expense.

      They won't cut off your electricity. This thing about the CFE will only affect those who want to declare this tax deduction. (The RFC is a separate issue and is needed by all residents for many things.) But this CFE deadline for all this fiscal stuff is not obligatory for everyone just to have electricity...not to worry. Only if you want to declare it as a business expense.

      @@christy1071 yes, I've done the same. But things are changing, and just recently they've started asking for RFC for certain things. As a permanent resident I have an RFC, but my bank and the CFE never asked me for it. But I think down the road, if we ever sell our property, that RFC will be necessary to validate proof of residence. In this post I was only referencing the CFE, and that it would seem we don't need to give them that long list of other fiscal info unless one is claiming deductions from Mexican income tax (which I'm not). So not to worry.

    Now you’ve done it! Really opened a can of worms for all us expats. 🤣 We still haven’t closed on our house ( some probate problems with the past owners daughters). So I’m hoping we can wait until that is settled. We are not living there full time either (strictly vacation home for us right now) and the CFE bill is in the daughters name. Love the information you pass along. Please don’t stop these “dry” 😉 videos because I don’t think anyone else would make us (expats) aware of all the constant changes. Thank you 🙏

    Thank you for the video. I’m shocked that I had no idea about this change. I have never seen the Aviso. After your RFC video I applied online April 20 for a RFC and am in a virtual line. Have no idea when it will be my turn. It says keep watching your email. I hope it’s before June 30.

      As far as all the due dates are concerened, I know these are stressing some folks but they really should not. Mexico has a long history of setting due dates through legislative changes and they are rarely adhered to. Those dates tend to come and go -- a new one will be set and then that one will likely come and go...lol. A good example is with cannabis legislation. A law was passed setting a due date of 6 months to complete rules for cannabis use/distribution etc, that date came and went. The Supreme Court set another due date for this to occur....it came and went. Don't let these dates stress you.

      I agree with you 100%. As far as consistency is concerned, what I often say is that in Mexico the only thing that is consistent is that things will be consistently inconsistent. :)

    "Unnecessarily arduous" is correct. Even with an attorney, things take a long time and are complicated by US standards. Don't get all worked up. It's just the way things are in Mexico. I love living in Mexico and you just need to chill and accept that Mexico is not the US and there are pro's and con's to living in every country.

    Great video! In 2021 CFE started requiring RFC numbers for new accounts and they wouldn’t take the generic number. Maybe that’s changed, but as you mentioned, some changes are slow to make it thru the system.

      Ah, thanks for sharing that info. With foreigners who live abroad though, the generic RFC is the only option; however, I see they are now asking for the tax identifier from the foreigner's home country as well in those cases.

    Hi Paul. Two questions: (1) Do you know how this works if I have RP but won't be back in Meixco for awhile? Is there a deadline to get this done or anything else myself or others in the same position should know? (2) If I'll be moving within Mexico, in order to obtain an RFC, do I first need to update my address with INM before going through the RFC process? Thanks.

      The deadline is June 30, 2022. What happens after that is unclear. They say the facturas will not be fiscally valid. As far as getting an RFC, it does not have to match your INM address. They are different government entities.

    This is off topic but a request for future video. I am working hard on my Spanish in preparation for living in MX but I am learning that it is not all that helpful when I am reading a map or trying to plan my travels in MX! Most place names seem to be based on indigneous languages and I am baffled and embarrassed when I try talk about various towns or even pueblos magicos! Please help me untie my tongue by producing a series explaining the basic sounds or phonetics and how to pronounce some of the places I don't want to miss. Thanks! You are doing a great job!

    Thank you .. Interesting because in lakeside jalisco many people who rent... .the CFE bill HAS to be in the Owner's name
    In 2018
    If you bought a home with a tourist visa , the CFE remained in the previous owners name...because they changed the rule that one must have either a temporal or permanente visa
    Definitely change is a given

    I saw this notice and thought we are lucky because the CFE bill is in the owners' name. We haven't been able to close the purchase of our house yet because we are still waiting for permission from the SRE to buy the house which is in the non-restricted zone. Our 1st application was the first of October and we have re-filed the paperwork 10 times so far including the agent hand carrying the file to the CDMX main office. We, the seller and the agent have jointly hired an attorney with much experience in this area and he finally filed a dereliction duty complaint with the SRE office. We'll see what comes of that. Meanwhile, we have been in the virtual queue for an RFC appointment for 6 weeks with no contact yet. Any suggestions you have for getting an appointment to apply for one? We can't even get a bank account without an RFC.

    Your big fish story analogy was perfect Paul! I have an appointment to go from temp to perm June 3rd. INM stopped requiring appointments two days ago so I thought I'd stop in today. Got there at 2:15 (office closes at 3 so can sometimes be a good time to go). There were 8 people waiting to get in so I knew I wouldn't get in. A man I spoke to told me he had a noon appointment and was still waiting, and he came with a lawyer! The man also told me that a woman had just been called in before I got there (at 2:15) whose appointment was at 9:30am!!!!!! Clearly our INM office is taking people in based on what time they arrive and those with appointments are not getting any preference. Yep, that's Mexico. I'm not waiting until my appointment time, I'll go early tomorrow before my June 3 appointment, and will bump people who have appointments, and feel kind of bad. But I know if I wait for my appointment, I will also be bumped - Anne

      All of their notices say to stop by a local office. The good news is that there are no "consequences" listed for failure to provide this info by the due date. I'm sure it can wait until you are back in town. If something changes, I will put a video out on it.

    Question: My wife is a retired LEO and we are permanent residents, living in Puerto Penasco, Mexico. I'm trying to get her an appointment, via the computer, in the State of Sonora, at the same SAT office here I used to get my RFC, but it is not listed as an option. Not wanting to travel six hours to go to go to Hermosio, do you know if there is an option to go directly to our local SAT office without an appointment?

      I think I may have figured it out. The state is not Sonora (even though that's our state), it's "Baja California." So, if anyone else is finding this problem, you might try a neighboring state and see if your town pops up then.

      There is no listed consequence or penalty for not complying by that date. By the way, many people say they are being notified by email.

      The bureaucracy is terrible in Mexico, but I wouldn't worry about the electricity being turned off. CFE has not mentioned any possible consequences for missing the deadline.

    Hi Paul, thank you again for the valuable information. I do have a question. We just recently purchased a property and moved to Mexico and have our residency but we are in the “virtual line” for the RFC. By the looks of it, we won’t get an actual appointment for many months.
    Since we don’t fall I to the category to use the generic RFC and won’t have our RFC before June 30, any information about how we should proceed? Thanks so much!

      If you already have a CFE bill, I would hold off on updating until I had an RFC. It's a good idea to link your RFC with your electric bill because it can help you qualify for a capital gains exemption later when you sell.

    Paul, I just checked my CFE bill and I notice that my RFC is part of the RMU . Not sure how it got there, but it is correct. The RMU shows my zip code, meter install date then my RFC. Is that where it should appear?

      Yes, it may also be listed under the section for Fiscal information. If they need anything else, I am sure they will reach out to you via email etc.

    Our property manager in Playa del Carmen just returned from the CFE office and said we could disregard this notice if we don't file Mexican taxes and don't need the invoice for deductions. Does this make any sense? Thanks for your guidance.

      Yes, it does. It won't be a valid tax receipt for those folks who want deductions down the line.

    Great informative video, as usual.
    It's one of the worse things of Mexico; requesting unnecessary information that sometimes leads to more chances for some "officials" to give the people a very hard time or for requesting bribes (not that some of them need an excuse to ask for bribes). Another problem is the inconsistency, as they may or may not request all the documents that supposedly everyone is supposed to have. It's always better to be (over) prepared with all the documentation at hand.
    Btw, that's a very nice shirt, including the buttons. Sorry, I used to saw and prints and colors attract my attention.

Thank you for keeping us all up to date, I am now informing my Mexican friends that didn’t know about this. You have kept me up to date and one step in front of changes that have come up.

    As typical, Paul fails to provide detail about a very important point. That is, the CFE bills are mostly in the name of the person who used to live in the property. CFE doesn't care and they still provide electricity as long as the bill is paid in somebody else's name. It takes a huge amount of paperwork to change the name on the CFE bill so the chances are your name isn't on it, therefore you cannot change or update any details.

      @@rostamanFoSho I checked on a CFE change a few months ago since I own properties. It requires over FIFTY pages of documents per location and multiple IDs! When I visited CFE to see if there was an easier way, I was told NO! That's why once the original owner gets service, the actual name on the bill doesn't usually change. Other utilities don't care as long as they see a CFE bill, regardless of the name at the top. CFE does send an email bill/account access for payments as that's what they want, but Paul's answer missed this fundamental point.

      I find your reply interesting - we bought property over 2 years ago and we certainly did put the CFE bill in our name. You are probably right, as long as it gets paid they don't care however there are other implications (as Paul points out, capital gains exemption when you sell).

    Our CFE bill is in both our names. I am a temporary resident and my husband is not. We plan on getting his residency in the next couple of weeks. Any thoughts on how to handle this situation? Do we both need RFC numbers if both our names are on the bill?

      Generally, only one name and RFC is associated with a utility bill.

    Hi Paul great video. I happen to be in the CFE office today coincidentally. There we're two people working customer service. I think it would take the many years for them to update all their customers information at their offices. It's kind of an unfunny joke.

      No one would ever use the term "well-oiled machine" to describe CFE....lol. People should not panic about this supposed "due date". There are no listed consequences for non-compliance and I am sure that CFE will reach out to those folks who haven't done it yet....well, some day in the future.

    Man - you are truly a fountain of good news :-) I now have my constancia - but I knew nothing of this new aviso. Maybe they are rolling out the changes by region ? Would it be possible for you to post a link to the aviso - something I can send a friend without sending them your whole video. AND while I have you - someone mentioned that now that we have these new SAT accounts / passwords / constancias we are now required to verify/certify our declarations - I suspect that has to do with bank interest etc reported to SAT. What do you know of that ? Perhaps there is another opportunity for a video :-)

      @@qroo I used to live in Mexico, and have Mexican citizenship. Bureaucracy was a pain in Mexico when I was much younger. Of course, back then the way around that was to grease some palms. I recall when I got my first Mexican driver's license, in Estado de Mexico. The clerks all had "tip jars", into which I wisely left a tip at each window I visited. Before I knew it my picture was taken and I had my license, and I didn't have to take a single test. I'm certain that had I kept my wallet shut I would have spent the whole day jumping through hoops. It is my understanding that such blatant corruption has been eradicated since those days.
      So now there are more hoops and you can't give the clerk at the CFE office a "mordida" anymore. Back when I lived there we got our electricity from "Luz y Fuerza".

    Thanks very much! I have a couple of issues: I have two CURPs, one long ago when I briefly did consulting, and the second more recent one from when I became a permanent resident. Neither are recognized when I input them to get my RFC. 2. I'm not in Mexico, and won't be there til October. Will I have service cut off? What do you recommend? Thanks in advance!

    I asked a friend who works at CFE about this since I'll be out of the country this summer and he said it was only important if you needed your receipt for tax deduction purposes.

    I just got my temporary residency this past January, but can't get an RFC til I have done the permanent residency process, which won't be for another few years. So am I correct to assume I would just use the generic RFC you mentioned in Step 1?

      Hi Ryan. I believe you can get an RFC with temporary residency. I just got my TR and I applied online and got in the virtual line for my RFC.

    I obtained my Permanente in February but returned to Canada at the end of April as usual. We won't be back at our house in Mexico, that we bought 3 years ago, until November. Interestingly I asked the the immigration lawyer that helped us back in February to get our Permanente about our tax number and she said that we shouldn't do that now but only when we need it to buy a car or something (I bet that advice has changed). One other issue is that because we had only a tourist visa until this early year CFE wouldn't put the bill in my name so that bill remains in the name of the previous owner (that and few other bills too). The previous owner has since left Mexico altogether and I have been paying the CFE bills on-line as they come due (I do have a Mexico bank account). Once we are back in Mexico, and now that I have my Permanente visa, I will start the process to obtain an RFC number, change the bills over to my name and so on. With all that said is it likely our electricity will be cut off by CFE? That is something I would really like to avoid as I think getting it turned back on might be a long process in itself.

      I'm in the same boat, got my visa in march, come to Cancan June 18th to apply for my PR Card, Yet we bought a place in 2014, Don't have an RFC, CURB yet ( hope I get one with my PR Card )I never lived there ( Get ready to live there now ) only pay my bills, Property Taxes, fideicomiso, condo fees, Gas and power, the gas and power bills are in my name. The place was a new build and they set them up in my Name. An facilitator be able to get me all those Numbers? Have to asked my lawyer yet. I do understand that are all those requirements, yet what happens if you don't supply it in time to the CFE? My tenants power get cut off?

    I have not gotten any request for an RFC update. Is there a case when you won’t get one? Do I have to go somewhere or online somewhere to find out? I rent and am here only part of the year, but I don’t pay the light bill. I am retired and have no income here.

      It is a general nationwide campaign to comply with the new fiscal law but many people are saying they are receiving notice via email as well.

    Hi, Paul. These videos are very timely and helpful. 👍 Here's a possible subject for a video: many of us are in the virtual line to get an RFC. Do you know how to tell how big the queue is and where we fall? Probably not but I thought I'd put it out there.

      Hi Tom. That is a good question but there is no way to know where you are in the virtual line -- at least that I have seen. Some people have managed to get it done jst stopping by a SAT office without an appointment first thing in the morning. As far as all the due dates are concerened, I know these are stressing some folks but they really should not. Mexico has a long history of setting due dates through legislative changes and they are rarely adhered to. Those dates tend to come and go -- a new one will be set and then that one will likely come and go...lol. A good example is with cannabis legislation. A law was passed setting a due date of 6 months to complete rules for cannabis use/distribution etc, that date came and went. The Supreme Court set another due date for this to occur....it came and went. Don't let these dates stress you.

    We had an appointment in PV last week at the SAT office to get our RFC and they wouldn’t issue it to us because we had a Temp Residency and they said we needed to get a work permit from Immigration which makes zero sense if we are not working in Mexico. Do you have any additional insight how to get an RFC so we can update our CFE with the information you provided? Thanks

      You may just have to go to another SAT office, because the person you spoke with obviously didn’t know what they were talking about which is not atypical. I had to go to three different places before I got my INAPAM card, and I had a lawyer “helping“ me.

Unfortunately we didn’t get what we went there for so I guess implementing new rules that all Temp and permanent residents must have is pretty much going to be impossible to achieve if they keep turning people away when it takes weeks to get in the office.

      My Canadian friend experienced the same thing. Her rep for INM told her yesterday that INM will not be issuing Work Permits for the RFC reason anymore. They are backlogged with Visa applications and dont have the time for this. This MUST be communicated to the SAT office since a few accountants there already know. The debate was: why need a work permit if you dont plan to work in Mexico? Its crazy!

      The emails and notices all say to go to an office. Nothing is ever easy in Mexico.

    Love ur comment on driver's licence. I was surprised how easy it was once I found the right office. My Guatemalan license was accepted with no issues - in Guatemala the same could not be said to be true - I had to take the driving test there!

      @@qroo The testing site consists of a large house (used for the written test) and a large grounds with a gravel path. The site provided a car (in my case it was an old Ford Focus) and all you had to do was drive around the path and conduct a few basic maneuvers. If I remember correctly there was no parallel parking, just a pull in spot. You actually obtain your license without driving on any real roads or without any other traffic. The only reason I had to take the test was my US license did not include my middle name and thus did not exactly match my resident card - the process to make that change would have been arduous to say the least!

      The biometrics are for the new e-signature. They have not made that part mandatory, so I don't plan on going to SAT until they do. I'll take you up on that beverage offer the next time we're over your way.
