- Special police (中国特警), short for special police, also known as SWAT, special police refers to a combat unit that belongs to the non-military department and takes counter-terrorism and combating powerful criminals as its main tasks.

the sentiment currently is that PAP (armed police) special forces (SWAT) are "better" and more experienced in counter terrorist operations and tactics than the PLA special forces. this has to do with the fact that there is no known PLA special forces out there (tier 1/tier 2 units of US equivalent), rumors is that tier 1 units have been under construction for awhile, but very little or none is known about them, in turn we get many pockets of "special forces" throughout the PLA military, some are real special forces, while some are more like special mission companies or recon companies attached to a larger unit (local assets) and not tier 1/tier 2 level obviously...
meanwhile, PAP special forces have a lot of freedom to customize their weapons (they can buy non standard issue attachments with their own budget) and experiment with different tactics, or even to hire foreign instructors for training...also, some higher level like national level SWAT also participate in regular international training and competitions with other units around the world. thats why we see that some Chinese SWATs look more western, some look more fancy, some look poorer (perhaps they are from smaller cities and regions with less budgets and needs) very interesting stuff
The SWAT team in the video is actually from a very small town called LinGui, GuangXi Province. And GuangXi is a 'poorer' province in China.

The PAP SWAT actually doesn't differs that much in different regions, because their money is from the PAP budget, what really differs is the police SWAT teams, they are just like US local police SWAT teams, their money come from the local budget and really depends on the city itself, for instance, SWAT team of shanghai has G36c in their armory, while some are still using Type 79 Smg(which sucks)
PSB SWAT units and some PAP SF units are allowed to make private gear purchases, which means their gear are most inline with the global market in terms of armour, weapon mods, tac equipments etc. There are some Tier 2 equivalent units like the PLAAF Leishen and PLAN Jiaolong that have media exposure (no one knows about Chinese Tier1 units, at least not yet. But judging by PLA structure, they might be smaller units within those Tier 2 battalions), their gear is more inline with newest PLA issues and maybe experimental domestic gear like weaponry, night vision squad datalinks to drones, Beidou based intercomm … all those gucci things.
The PAPF is midway between the PLA Army and the civil PSB public security bureau police.
They are a useful addition for the army in a war, and they provide security of important infrastructure (military plants/airports/railways/borders/etc) and provide a better armed police force for deployment in urban areas and rural areas, and cities have both PAPF and PSB police units in the same city or area.
They are SWAT, not PAPF, mate.
