Actually, it looks rosier from the outside than the inside. With their parliamentary systems and proportional representation, France's neighbours are adept at forming coalition governments. It's more rule than exception. France has a learning curve.
I went there for a couple of weeks and I was amazed how things run smoothly. From public transportation, to the price of food, or so many situations I saw where groups stuck together to have better outcomes (prevent monopoly, decrease price of electricity, etc). Everything was better than in Canada. I don't know exactly what "governable" means. But they definitely do a much better job at running their country than we do.
