I think being able to trap people in nightmares and mind control them is way more powerful. Dude is arguablly S tier for those. The only reason the boys lived was because SB knew about him having to make eye contact for those but most people don't. Mindstorms big flaw is that he was batshit crazy. Mindstorm could probably beat homelander if they somehow managed to have a peaceful face to face conversation for 10 seconds.

I put Gunpowder over the Twins and Crimson Countess. The Countess power seem to be very inflexible. If she can't put her hand together, she is useless. And the fireball is easily dodged or overdestructive. Black Noir is B or C. At this time, he was not yet the superhero legend in the Seven. He was still new and inexperienced. He lost his face and brain in that fight. The older Noir would not make any mistakes that led to that. I also put Mindstorm is A-tier, Soldier Boy even waried of him. He is to Soldier Boy, the same way as BlackNoir to Homelander.
The idea that Soldier Boy didn't fight in WW2 is still questionable. We still haven't gotten his story of it - he still yaps about him being there in the war fighting. His accuracy, fighting skills, bravery and knowledge of the war seems to be on his side though, but we might or maybe get more knowledge of this in the next season.
-Gunpowder has super human accuracy- Bull fucking shit. The way he was aiming with that mounted gun was terrible, he was doing slightly better than a stormtrooper.
