A more generous alternative interpretation might be that of the time spent outside of the ACT, an applicant may still be allowed to count a maximum of 6 weeks of this time per year as residency in the ACT, since one is merely "holidaying" elsewhere while still in fact living here. For example, an international student who holidays home for 4 weeks in January and 4 weeks in December but otherwise lives here full time could say that they resided here for 52 - 8 + 6 = 50 weeks of the year; 52 - 8 = 44 of those living directly within the ACT, and among the 8 weeks spent away, a maximum of 6 of those also being counted as residency-but-holidaying. I am alarmed that your interpretation would suggest that such a student could not count themselves as having spent any time at all residing in Australia, even if they had been actually living here for the span of an entire 5-year degree and merely holidaying home for summer. I understand this to be the case for the majority of undergraduate international students at the ANU, so the precise interpretation of this sentence seems to have very significant consequences. A simple help would be much appreciable, to claim 5 points for PARTNER TERTIARY QUALIFICATIONS in Canberra Matrix, does the partner have to complete TERTIARY education from Australia or overseas will also calculate if he already has done the skill assessment in ANZCO nominated occupation from Overseas! In my scenario, I am in Offshore and my partner is in onshore.

For ACT Tertiary Qualification, if I have a Bachelors degree of NSW, but in my 485 visa, I do PY in the first year and I do another CRICOS course in the second year...Do I get points as 2 years or 1 year?
Simran PYP courses have their own points value on the GSM Schedule 6D of the regulations. PY programs are not CRICOS registered programs. Thanks for your comment
