As someone with experience in government and foreign affairs I can share that leadership in the Military and Foreign Services is unwilling to adapt. These monolithic agencies have entrenched beliefs that are stringent and aggressive toward reform. At the aggregate level they are myopic thinkers. Individually Military and Foreign Service professionals are mostly gifted and educated people but immersed in their respective cultures they are marginized. As for Secretary Powell I've heard him speak several times and always impressed by his character and patriotism. Not a perfect executive public leader but no one is. When Powell had to make the US case for the invasion of Iraq at the UN, he demanded that the CIA director be there with him (video footage would show this), so that he could say that he was relying on what the CIA had told him. This shows that Powell didn't believe the CIA intelligence about Iraq possessing WMD. But he was a loyal soldier, and acted as one. What we could say about him in the Iraq war on false pretense is that he did not concoct the fraud about Iraqi WMD. That was likely done by the usual suspects, Cheney, Rumsfeld, Wolfowitz and Bolton. Powell should have resigned instead of going to the UN to make a case he didn't believe.

As someone with experience in government and foreign affairs I can share that leadership in the Military and Foreign Services is unwilling to adapt. These monolithic agencies have entrenched beliefs that are stringent and aggressive toward reform. At the aggregate level they are myopic thinkers. Individually Military and Foreign Service professionals are mostly gifted and educated people but immersed in their respective cultures they are marginized. As for Secretary Powell I've heard him speak several times and always impressed by his character and patriotism. Not a perfect executive public leader but no one is. God Speed Mr Powell and thank you for your service to our Nation.
When Powell had to make the US case for the invasion of Iraq at the UN, he demanded that the CIA director be there with him (video footage would show this), so that he could say that he was relying on what the CIA had told him.
This shows that Powell didn't believe the CIA intelligence about Iraq possessing WMD. But he was a loyal soldier, and acted as one. What we could say about him in the Iraq war on false pretense is that he did not concoct the fraud about Iraqi WMD. That was likely done by the usual suspects, Cheney, Rumsfeld, Wolfowitz and Bolton.
Powell should have resigned instead of going to the UN to make a case he didn't believe.

Collin was opposed to the Iraq war. He did not want to hold the speech at the UN, but was forced to do so by Bush and Cheney. The text has not been written by himself, it was done by Cheney and his allies who tried to manipulate the entire world into that war. This was one of the major reasons, why Powell resigned as Secretary of State. Under his doctrine, the US would have never invaded in Yugoslavia or any other country for humanitarian purposes.
