I can't imagine that being the case. With how uniquely setup Undertale is, I'd imagine he had intended for players to attempt this. As a game that encourages players to investigate every nook and cranny, it'd be weird if he didn't have something for this.
It's really not so much as a matter of stupid, as opposed to "how much time are you willing to put into this game". Obviously not that much in the end, because instead of programming her following you all the way to her house and adding an additional scene, he opted out for a single line of extra dialogue instead.

I really love and appreciate the huge amount of detail that was put into this game. It feels like you're constantly finding new discoveries and hidden secrets. Toby is such a God. He really did think of everything.

I remember trying to call her every now and then, hoping she would pick up some time. After boss fights, randomly now and then. I think a lot of people did that...But nobody came.
The sound Undyne makes as she walks reminded me too much of the Cyberdemon from DOOM, making me extra terrified of her whenever she was hunting me down.
Given that the entire underground is basically a single, linear path, pretty sure she realized you have to come back that way eventually. Or TF was just to damn lazy to program her walking through five or so more rooms. Either way, doesn't matter.

I'm surprised by how the developer(s) of this game have thought about the actions of nearly every player.
Most games don't expect the player to walk back entirely or do something highly specific and don't have dialog for it.
