Also like someone else asked, how did you finally get the cap off of the first vehicle you tried? UPDATE: After I wrote this reply I checked Amazon and they have special tools from different manufacturers specifically for this job. I saw one that is round and has grooves to engage every tooth on the ring! Search: tool for removing fuel tank lock ring or fuel pump lock ring for your specific vehicle (it's non-adjustable).But I would think that your own TRQ auto parts store would have this tool, right? Might save you the trouble of having to drop the tank as you suggest in the video!

My locking ring was fused to the fuel pump lid so it wouldn’t turn, like in your video. I was able to use a small pry bar and tap it between the locking ring and the lid, working my way around the perimeter to separate the two and ultimately remove the locking ring.
I took the red clip all the way off and even though it's not snapped or broken it won't go back into place no matter how hard I press it, its acting like it's too small and squeezes outwards.

get 2 pry bars in a "X" position and smack them together. it will always work

Use a long 1/2 inch drive ext. and Breaker bar with the same tool or cut it off replace with a new one
What's the torque on the four bolts And what's that "special tool" called?
Do you have to change fuel pump when replacing fuel filter?
