I don't think Blue can hold a candle to Silver. Yeah sure, Blue might have been competitive, but he rarely had any moments of character development unlike Silver. And I really enjoyed 7th Gen's rival, Hau. He was the typical friendly rival but that didn't make him bad. He was always one step behind you but that didn't make him bad. And a friendly character doesn't mean that they are bad characters. Hau, unlike many other rivals, isn't simply motivated by your character being ahead of him, he has his own motivations: beating his Grandpa and becoming a strong trainer in order to see Lillie and his dad again. And his character is developed even more with Gladion's constant ridiculing of his happy-go-lucky attitude in order to cope with his inability to beat his Grandpa. It makes sense. Plus, I love Hau's snarky comments about Gladion, like calling him a "ball of sunshine". And you can't say that Blue deserves more praise. Someone who deserves more praise is N, a great character who rarely gets any attention when it comes to Pokemon. If Blue was underrated, he wouldn't be in the Gen 2, 5, or 7 games.
While I agree with your point, I think this later progression is the only reason he stands out so much. As a character, he's actually pretty bland himself (at least in RBGY themselves, I like what other people did with him though). If the friendly, unintimidating rivals wouldn't be the norm at this point and they instead followed the template of making all of them bullies for the sake of it, he would be as bland as they are. And I actually liked the rival(s)/travel companions in Sun and Moon. Hau has his own goals and isn't really competing with you, and I think he's a solid character instead of being boring, so I do think that friendly rivals can work. He also didn't feel like a walking tutorial. Lilly doesn't battle you, and while a lot of her dialogue is repeated over and over, she didn't feel annoying to me and Gladion reminds me a lot of Silver. It's especially great that all three of them have solid character arcs, unlike XY, where all the rivals just felt pointless. Having one friendly outgoing character and one edgelord in the same game seems like the best path for me, especially since the protagonist is silent, so they both have someone to actually talk to or talk about, which can add a lot to their character.

While these are totally awesome, I'd completely love it if you can make a remix for the actual music when you fight Red/Blue in-game in the Battle Tree. Many people don't like it since it's not the Gen 7 remix of Red/Blue's theme that they were expecting, but I honestly feel like it was a stellar mashup of the two, and Game Freak could've just as easily returned the older gen version of their battle themes instead. Like they did with Cynthia.
