What are those stairs in the middle of the 110 / 5 interchange after the tunnels?

- Have you ever wondered where those stairs in the middle of the 5 and 110 freeway interchange went? They go from Lincoln Heights to Chavez Ravine. Figueroa Avenue used to run two lanes north and two lanes south through these tunnels. They were built in the early 30's to replace Pasadena Avenue as the primary route between Los Angeles and Pasadena. After the end of World War two, the street became clogged with traffic. The highway was split and the lanes into Downtown were moved to the top of the hill, rather than through additional tunnels. With this change came the loss of the sidewalk through the tunnels.

I have seen the stairs many times when stuck in traffic. Thanks for the info. On another point, I have lived here for over 50 years. The amount of trash on the city streets and sidewalks continues to get worse. It seems like nothing ever gets cleaned? We pay an obscene amount of money for all kinds of taxes yet we have no sanitation or dumping enforcement. I cannot think of another city in the world that I have been to that has so much trash everywhere. It seems the last time this city had a cleaning was for the 1984 Olympics.
Our sidewalk pavement is also laughable
