Precision seeder no-till seeding into dead forage radish cover crop

A precision (MaterMacc) seeder, not outfitted with any "no-till" attachments, can easily seed spring vegetables into forage radish residue. In wetter, higher clay soils, adjustment on the press wheels may be necessary for adequate furrow closure.

Wow! This is cool news to me, a cheaper precision seeder can be used for no-till?
Does it have to have a fluted coulter?
Double-disc openers?
