Yes they will be 4 total parts. Part 3 looks like it’ll cover about as much as part 4, around 40 manga chapters. Shunsui saying “bankai” is probably in the final episode of part 3 unless they rearrange fights.
This is definitely not the final cour. The scenes they've showed are around 3/4 of the manga from what I can remember. Which means I have to wait for another year to witness that moment get animated :'(
