Those trackers draw all sorts of unwanted attention. Sharks can be attracted by the electric signals, and cleaner fish that normally pick of parasites can tear them off. My guess is something bit the tracker off along with part of the fin.
And this is why I only swim in pools since my traumatic experience of seeing how deep the ocean is and almost drowning. You'll never catch me scuba diving or on a boat.
