Client have full requirement available but it is hard to share a full E-commerce website budget. It is kind of a Microsoft owner is asking for the budget of MSOFFICE where he have list of all complete requirement.
In sales it all depend what options client is getting and how can you convince them, if this question comes in PMP exam i can say we go with time and material because even the requirement are clear but you lack skills to estimate it

Usually T&M with some flavor of Cost Reimbursable
