I am looking at DHHF for lower fees 0.19% and good last 1/3/5 year returns higher than DZZF.

If you are thinking the Vanguard ETFs. Then you can create a Vanguard account and purchase in this. There are no brokerage fees for purchasing their ETFs though this. But this wouldn't be CHESS sponsored if that is important to you.
The other option to avoid brokerage fees would be to choose an online broker that waives brokerage fees for low purchases. E.g. CMC will not charge a brokerage fee for the first trade of a day worth less than $1000.
I am not an expert though, so have a look around at the options for the ETFs that you would be thinking of buying.
