This is another site I visited some 20 years ago or so. As far as I know, the winch was used for stretching the submarine protection net during WW2. There is, in fact a corresponding site where the net was attached on the other side of the harbour next to Valletta breakwater bridge. It's a tunnel and there are still some remaining cables on the floor. I was there multiple times as well.
Very interesting vlog. I can never understand why so many buildings are just left abandoned and they choose to build all new concrete ones instead of restoring what's already there 🤷♀️
