for those whose problem still persist, open my computer-> right click on drive c(windows drive)-> properties-> tools-> check. It will automatically check the problems and fix it on restart. It worked for me when nothing did.

then look to the red error open it and copy IP adress and paste it to the browser then download the issue

I got mine to work for me by downloading Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package ATL Security Update, and installed both 64 and 86. Then I had to download DirectX End-User Runtimes (June 2010) so that I could install the missing d3dx9_43.dll file.
