      When they clean Iloilo River and build the Iloilo Esplanade during the PNoy and Sec. Singsong admin and leadership of Frank Drilon... they bought 2 dredging machines... up to now.. the 2 dredgers are still operating regularly to keep the river siltation manageable.

    Detention Ponds and Retention Ponds should be part of every low-lying city and town. Magstos ang planning at construction, pero mas malaki ang gastos sa mga damages. Learn from other countries who have actually have done effective flood mitigation (like Singapore). Who recycles their storm water to be converted to their drinking water.

    Snippet: be sure to build a sizable building for safe-haven or for temp refuge for the inhabitants living near the shorelines -- an open bldg will do, but it must be either 2-story or just one flat wide bldg -- it must be wide and large in size for everybody's temp refuge -- inside this safe-haven bldg, it must have plugs to make hot coffee or tea, electricity, heater, it must be surrounded by bathrooms, and showers, tehiras or katre for bed to sleep in. Next, build a very durable and immovable water-reservoir or water-dam -- it must be deep and wide to hold a high volume of rainfall plus the salt water from the ocean and now blown by high winds inland. Build more than (12-canals) or more in downtown manila and in districts prone to floods. It must be about (4-feet deep) -- canals -- you have to have these canals to take baha water straight into the water-reservoir you built or to your water-dam. Be sure to inform islanders who are living in low-lying lands to take the sound of siren seriously and to evacuate the moment they hear the 1st siren -- they must be moved quickly into the temporary safe-haven bldg and to wait there until the hurricane has completely subsided. Now, mosquitoes and flies are attracted to open canals, you can cover these canals if you want to with screen or some other preventative materials you know helps prevent mosquitoes from multiplying. Always walis-walis these canals to remove debris blocking and preventing rain-water from flowing straight into the reservoir you built. Leaders in all scattered Islands will have to come together to discuss how to evacuate their areas or districts when they hear the 1st loud siren, i.e., bulacan. Follow these recommendations you know you can do, and leave the rest into the majesty's hand of Almighty God. Very smart discussion. Can't wait to see your completed water-dam and reservoirs.     natural, mataas ang lugar ng BGC...ang unnag dahilan kung bakit binabaha ang lugar eh dahil sa mababa...pangalawa, hindi dumadaloy ng maayos ang tubig dahil sa mga nakabara...pangatlo, dahil malalakas na talaga ang ulan...pang-apat, hindi na angkop ang mga drainage improvement natin..pangLima, imbes na iaddress ang problema, puro sisihan at pulitika tayo..

    Dear Congress and Senate,
    May the Filipino people request for deep scrutiny and probe on billions of funds and budget allocated to DPWH flood control and mitigation year on year. Just like Sen. Villanueva mentioned in his interview just lately, it’s already P63B was already given for flood control and mitigation JUST for Bicol region (or Naga area only?) only and yet looked in what happened to Bicol region after Kristine pass through this area, lives and properties were lost. Where does all these P63B, I mean billions of peoples money went to?
    Filipino people will really appreciate congress effort on detailed probe, to the last centavo, of these huge budget that’s given to DPWH and yet the projects that they claim to protect the very lives of the people and properties were of no use every time typhoon will pass through PAR whether big or small.

      Puro minor ang nagiging flood control projects sa nakalipas na 20yrs. I have many architect colleague who works in dpwh, natapos naman kaso yung mga ilog palabas ng dagat sa bicol ang problema na trillion ang kailangan na budget hindi billion base sa japan studies

      NAGA City received 500-700mm rainfall in just 24 hours. And the city is located in an area where 2 rivers meet... And it is also located inland on a catch basin. And very far from the sea. Meanwhile recently Valencia, Spain received 200mm of rain that caused massive flooding and the death of 261 people... Masyado namang magaling ang mga Filipino to expect na makagawa ng effective flood control system costing billions in just 2 years... Maybe the flood control of a previous admin in 6 years should be scrutinized.. kasi kung meron dapat hopefully tapos na rin yun.

      It is easy to manage if it's private. It is a different ballgame when you are in public sector. The amount of challenges is significant. From informal settlers, too much bureaucracy just to approve and construct, etc.

    Water impounding is just part of the solution. It should be a sustainable storm water management. We always think that we can control nature but we cannot. We also need to change to green building materials.

    TOO MUCH congestion and OVERFLOWING population are the biggest contributors to the traffic and flooding (and garbage) problems in the Metro Manila region. Solving those 2 things will definitely diminish the flooding, traffic & garbage issues.

    If tama unawa ko, there was heavy flooding on the western side, from makati area to manila, including malacanang in the '70s. Kaya ginawa ni marcos sr ang rosario floodway sa pasig/cainta, at i-partner dapat sa paranaque spillway para derecho sa manila bay ang naipong tubig sa laguna de bay
    Kaso di nagawa paranaque spillway kaya ipon lahat sa laguna de bay, at apaw sa surrounding areas, eastern side marikina/rizal/laguna
    That's why nung ondoy/other rainfall, sa eastern side ang baha at wala sa makati/bgc and malacanang areas. So yan tunay na dahilan ba't overall di bumabaha sa lugar nila, including BGC. Bec ipon lahat ng tubig sa eastern side bec of the floodway/flood gates

    We can resolve the flooding problem of the country if people is educated how to resolve the flooding problem of crocs in the political system of the country.
    We have lots of rotten values that we Filipinos consistently growing
    1.) rotten integrity.
    2.) rotten transparency.
    3.) padrino system.
    4.) politics in the Philippines is a family, fraternal, brethren business and not a public service.
    5.) Filipinos do not know what is the meaning of Honesty is the best policy.
    What we need now is recovery of or moral values. The love of God, the Love of country.

    the problem is flood control project are very easy to be corrupted by the contractor ....it's because it is to done under and covered so they will just do it not the required standard.....it's because the contractor wants to have a big profit for the project .....because if somebody will inspect their work they will just show a portion that is they did the job well but others.....oh they do it not in the required standart......that is why flooding is still a problem in the Philppines............A lot of MPWH workers are corrupt......they will give the project to the contractor that will give them good amount of money as datong......and bring them a very expensive gift. ...and bring them to travels ....

    Howeever all the construction around is destroying the roads. Too many pot holes and damages left by utility workers in particular, and some by construction crew. Check out behind JP morgan and now on 9th ave. Terrible management by BGC Estates. Makes me question how the flood control is maintained as well.
