If to believe an online calculator, one "plate" with given parameters (outer diameter - 25 centimeters, inner tube diameter - 5 cm, height of the "plate" - 10 cm) would weight about 10 kg. Premixed. What was in the video, I imagine, is lighter... If the dude wasn't handling 20 kg like it was nothing)

Simple way to make dumbbells take a large bottle or 2 black huge bags fill the bottle with sand mixed with water full if you take a bag fill it the same way and then tie it around a stick

The weights are roughly 8.5 kg. The diameters of the dumb bells are 0.15m approximately and height is 0.1m approximately. Concrete weighs roughly 2400kg/m3. The volume of 2 cylinders x unit weight of concrete.
0.15^2×22÷7÷40.1×2×2400 = 8.5 Kg
You can increase the weight by increasing the height or get a 20cm PVC, UPVC,HDPE etc pipes. PVC are the cheapest.
Note: I think his dumb bells are lighter because the mix has very little coarse aggregate (granite or gravel).
