"Linguistic Fanaticism Dangerous":Madras HC Asks Modi Govt Not To Use Hindi In Communication With TN

  • "Recently, the Madras High Court bench was hearing a Public Interest Litigation (PIL) petition filed by Lok Sabha Member of Parliament from Madurai, Su Venkatesan. He had apparently, made a representation to the Central govt in English but he received a reply in Hindi. Following this, he moved to the Madras High Court. Venkatesan told the Court that he had written back to the Union government, calling for the reply to be sent again in English.
    However, upon failing to receive any response to this additional communication, he moved the Court. His petition had urged the Court to direct the use of English in all communications between the Central government and the State of Tamil Nadu.
    Appearing for the Centre, Assistant Solicitor General L Victoria Gowri further submitted that the reply to Venkatesan had been inadvertently written in Hindi. There was no intention on the part of the Central government to violate any provision of the Official Languages Act, 1963 or Rules. Before the High Court, the Central government admitted that there was a mandate to use English in communications between the Centre and States that have not adopted Hindi as their official language.

      This is not just about goodness of Tamil, It's about forcing down Hindi on other states. Every state is proud of their language but they failed to combat Hindi imposition like how how TN did.

      The South states need to team up to have one common language for the South. Tamil, Telugu, Kannada, Malayalam. These are few of the main languages. You cannot expect every Indian to learn every language. We should have one for North/Central (Hindi), something for South and something for North East.

      @@madhu3074 what we follow is a federal system, not a central power which has all the powers vested on it. In a federal system there is a concept of states and union where powers have been divided between them. For example currently the defence is under union while the law and order comes under state. The best way of a federalism is something like USA where states almost enjoy autonomy.
      Note that USA follows federal system and they have states and not call them province.
      Words like "federal", "union", etc are all in the constitution and not something that has been called out now.

Union government has no right to involve in the law and order of a state since that power comes under state. Each state has its own police department. Same way state has no powers in the foreign affairs and defence since it comes under union laws. And there are certain laws which is shared by both union and states which is known as concurrent powers. India and America both follow the same federal setup. In India its people like you who are so naive who don't know what our constitution says and thinks that union government is the sole central power of India. And who ever comes to power in the union takes advantage of the people's lack of understanding and tries to project as the only power house of India.

      States has many powers man but whoever comes to power in Delhi either BJP or Congress, they all try to take away state powers one by one. For example, education was under state powers all these years but at last few years under BJP, the states started to lose that and it went under union. Like NEET exams have been imposed on all states even though some states don't want it.

      They are standing for their own political benefit. In Bengaluru and may parts of Karnataka, many adamant Tamilians (and people from other states) don't speak Kannada saying Bengaluru is a cosmopolitan city and we speak Tamil (or their mother tongue) and care a shit about the local language and culture. This language politics once started will not stop at Hindi, but will come back in circle to hunt down any other language that tries to sample local language and culture in a state. Only time will tell where this politics will take us.

    I am really impressed with Madras High Court for always standing with the interest of the State. It gives a great feeling that justice prevails in Tamil Nadu. Eagerly looking forward for justice by CJI in Rafael, Pegasus, Farmers Bill, Article 370 , Nation is burning with ND Modi abysmal Governance.

    Tamil, Malayalam, Telugu, Kannada, Bengali, Punjabi, Odiya,..... cannot have inferior status to Hindi, which is the language in the states of the Hindi belt. We are all proud of our own languages and cultures and will not accept the domination of Hindi.

      Hey even here people thought like this. But there is no official language and even north and in west they don't have their mother tongue as hindi. West has most diverse language in india. In rajasthan alone you will have 100's of dialects. They say every 5 kms there will be slight variation in language.
      And gujarat people say gujrati. I know english,hindi,tamil,(forgot kanada),marwadi. And I can say that
      what you said is right.
      Example Dravidian script were found in Indus valley civilization. So we all are actually one. We lived together. 👍
      But That same link language can be hindi, why people don't oppose English.As if english is our mother tongue and our parents and locals can understand English and read and write it.Because without that they can't get jobs or money. Yeah I know imposing hindi is not right. Even I don't like it. But then how will people here learn it. Because it's necessary to connect indians.Even so called South india can't communicate to their neighbouring states as language differs.(kanada to tamil etc) English is only spoken by very few young people. Even that's is not their mother tongue. It's all politics. If we all know Hindi then you can understand everything in north india and it's politics. And this is not liked by other politicians here. They want you to be secluded.And use their owned media and serve information what they like in their language about north india. Even gujarat people speak Gujarati and Punjab people speak punjabi . So there also each and every person has their own mother tongue. Hindi isn't their mother tongue. But they learn all three languages. (English ,hindi and their mother tongue) So I think to connect to world English is needed,to connect to india (Hindi )and to state is their respective mother tongue.

      What is Hindi ? In which geography Hindi belongs? Not only western India, even north ,central and east India have at least 29 / 30 schedule
      Languages is recognised by our Constitution. But we are talking about not-existing_Hindi _ myth.
      Even in Bihar there is bhozpuri, Maithili, Magdhy where a long traditional presents of poetic and prosiac works exist with much glory . Even Marathi Gujarati is for gotten by bjp _ shivsena and other ruling clicks. But our Hindi _ Hindu vakats are chanting for there majoritorian autocratic power.

      Give me a better idea to unite india. After mandarin,hindi and urdu is second most spoken language then comes english. That too because of india. Otherwise English is nothing.
      Samething are english speaking even burdened learning second language leave third language. And in north I think you haven't visited. Native Hindi speaking states aren't there. Example in gujarat it's gujrati and Punjab it's punjabi and Bihar there are five local languages and it goes on. So if you are in gujrat you are burdened with third language. They learn English,hindi and gujrati. So sir 🙏

    Frankly, being a Hindi speaker, I don't see why it needs to be imposed on others. English is fine. Language at the end is just a means for communication, if South doesn't want Hindi, then we shouldn't force them on it. India isn't so shallow as to need a European style forced assimilation to maintain unity.

      That's the most sane comment about the issue. Why union govt has to take a side with just 1 language to its own advantage at the expense of other languages. Because of Hindi many local spoken languages and culture died in North India. If only one language can unite India then we will be totally fragile by the anger from imposition but when we embrace our differences then we are bonded by mutual respect which will be harder to break. Same kind of flower doesn't make a garden beautiful.

There are many literature, writing, and documents in sanskrit that exists but are not made public in order to research and proper documentation, once it is well prepared then it will be made public...

      Actually we are a mixed race. Everyone of us have both Aryan as well as Dravidian DNA. We got mixed during the IVC before migrating to other parts of India. Only in the past 1000 years we stopped mingling due to the caste system. So don't assume that the dark skins are Dravidians and light skins are Aryans.

      That same link language can be hindi, why people don't oppose English.Because without that they can't get jobs or money. Yeah I know imposing hindi is not right. Even I don't like it. But then how will people here learn it. Because it's necessary to connect indians.Even so called South india can't communicate to their neighbouring states as language differs. English is only spoken by very few young people. Even that's is not their mother tongue. It's all politics. If we all know Hindi then you can understand everything in north india and it's politics. And this is not liked by other politicians here. They want you to be secluded.And use their owned media and serve information what they like in their language about north india. Even gujarat people speak Gujarati and Punjab people speak punjabi . So there also each and every person has their own mother tongue. Hindi isn't their mother tongue. But they learn all three languages. (English ,hindi and their mother tongue) So I think to connect to world English is needed,to connect to india (Hindi )and to state is their respective mother tongue.

    Every one's mother tongue is the binding factor for that person. And what is the point of Hindi being imposed on others. It's a language used in one state UP. So we have lost our culture our identity of being a spiritual country who was in search of truth and this kept us united.

      Court had given verdict on the basis of THAT LAW.
      A PM has to abide the law of the land, which he has not.

    How can Hindi be great than Tamil when Tamil is the oldest language in the world. More than 5000 years old and the Dravidian culture the best polite one in the world. The truth is that Hindi is an artificially created language, and is not the common man's language, even in the so-called Hindi-speaking belt of India. The language of the common man in the cities of the Hindi-speaking belt is not Hindi but Hindustani or Khadiboli (in rural areas, there are a large number of different dialects e.g., Avadhi, Brijbhasha, Bhojpuri, Maithili, Maghai, Mewari, Marwari, many of which Hindustani speakers will not even understand).
    To explain the difference between Hindi and Hindustani, we may take a simple example. In Hindustani, we say Udhar dekhiye (look there). But for the same in Hindi, we say Udhar avlokan keejiye. Now, the common man will never say avlokan, and will always say dekhiye.
    Up to 1947, Urdu was the language of the educated class of all communities in large parts of India, whether they were Hindu, Muslim, Sikh and other communities, while Hindustani was the language of the uneducated common man (in urban areas).
    The British rulers artificially created Hindi through their agents like Bhartendu Harishchandra, as part of their divide-and-rule policy, and propagated the claim that Hindi is the language of Hindus, while Urdu is the language of Muslims (though, as mentioned previously, Urdu was the common language of both Hindus and Muslims among the educated class up to 1947).
    To create this artificial language, what the Hindi bigots (who were objectively British agents) did was to hatefully replace Persian or Arabic words, which had entered common usage, by Sanskrit words, which were not in common usage (and so were difficult to understand).

      @@Abhi-kt4sh there is a saying in Tamil "adika adika ammiyum nagarum" which roughly means "even big stones can be moved with many small pushes" that how small small pushes of one language may lead to extinction of another language. now government will reply in Hindi, next day it will expect us to reply in Hindi, next week ask us to speak in Hindi, next month English will be removed saying "you understand Hindi right ,then why english" and then ask us to learn Hindi first, next year use of mother tongue in public places will be reduced saying "you know Hindi right", in next 5 years there will be no use of mother tongue in common places, in a decade there will be no languages.
      If you say this won't happen see the situation of native UP and Bihar Languages.

      In bihar everybody accepts hindi as a common language at the same time their affiliation towards bhojpuri is never at loggerheads. They even have bhojpuri film industry as such.
      There is also a saying in tamil "பிறர் மீது சேறு பூசுபவன் தன் மீது அதிகம் பூசிக்கொள்வான்".
      So don't hate other languages just embrace it with love while keeping your culture intact.

      India as a country exists only in the past 75 years. Hindi is as alien as English to us.
      Have you questioned why Hindi become the most spoken language in India? For the past 50 years the Southern states started family planning and have only two kids. The Hindi speaking belt keep breeding without any control which increased their population. Looks like you missed the final comment by Mr. Annadurai. If we go by the same logic of Hindi being majority spoken language and should be the National language, then crow should be our National Bird and rat should be our National Animal.

    Even as someone not from TN, I agree with TN's stand. First, the law is there (though point 3 is nonsensical). Second, it makes no sense for Centre to communicate with a State in a language the state may not understand. I believe there are advantages to having a common national language, but seems the issue has not been addressed correctly historically as well. The ending was hilarious though 😁

    I'm from Tamil Nadu. I feel how effectively Europe is functioning? People speak French in France, Italian in Italy, Dutch in the Netherlands, and so on. All together they are the "European Union" of multiple nations in Europe. In India, we are 28 states who have our language and governing in our mother tongue. Which sole country has this wonder in a single country? We should feel proud of how organically India is made of diversity. If India Focuses on infrastructure development and poverty eradication. Every other problem will fall in its place.
    Bonus info : Tamil is also an official language in Sri Lanka, Singapore and has significant numbers of speakers in Malaysia, Mauritius, Fiji, and South Africa. Singapore and Sri Lanka still uses Tamil language in their currency bills.

    After watching this video, I would say then, every Indian should be grateful to the DMK party of Tamilnadu. Because, if at all, they did not protest back in 1965, we could not have caught up with Computer era which started in 1980s.     PM Nehru had to put out numerous fires, often times compromising or softening his own stand. In many cases his word was what tided over situations before a more formal and permanent solution could be had.     India is a union of states. So every state must be given respect and equality. I'm really waiting for that hindi speaking community in the Parliament to speak in english. From now everyone will understand what people are speaking in parliament.

    Where does this concept of one nation one blah blah blah derived from!?
    Even in the constitution we have clear words, Union of states. Throw away this concept. At this age of high technical & manpower what is that thing which forbids you from communicating with each state in their respective languages.
    It is not just enough if you are wearing there native dresses and posing. You have to look into their lifestyle in the true sense.
    With duty comes responsibility.

    Kannada,telugu, malayalam, tamil are older than hindi. Respect your elders.we will decide if we want hindi or not .not u mr modi and shah

    A tamil automan obviously talk to a North Indian traveller in English with the amount of language that he knows knowing that he doesn't speak tamil. But educated bureaucrats don't know to communicate in English to a state that don't speak hindi. தமிழன் don't speak hindi even if he knows.
