As someone who used to play this game way 'back in't day', the player using Vega could just do with improving their fundamentals - if you're playing Balrog, I think the main thing to do is to utilise Vega's slide to control the space, and maintain down charge to go into wall dive at all times. You can also bait the anti-air (Balrog's jumping air punch) by just pulling back on the controller having wall bounced. If you time it correctly, you can claw dive around him and just take him out. Vega's only real weakness is getting cornered in this game, I feel, although when I played it he didn't have the Scarlet Terror kick flip thingy to relieve pressure. Good stuff though - loved the claw roll chip damage, and the single backflip to avoid Balrog's dash punch at one point. That looked cool. I always used to handstand all over the place as I think Vega players should have a natural cockiness/baiting approach!
