A scabbard is basically the sheath which is what you put the blade of a sword in when not wielding it.

The implication I took when she says that her poison is formulated in the scabbard is that her poison might not have a long shelf life, but the individual components of the poison do last a while. So when she is about to draw her sword, she must have have something on/in the scabbard that lets her mix it right before wielding it.

I finally got around to watching season 4 and let me just say, it has really pumped me up for season 5 although it looks like its getting the Mugen Train treatment by getting released as a trilogy of films which is kind of interesting.
