For Victor Aggression is more consistent in all modes. You can only really reliably proc Lightning in Dominion with Victor, and even that's trouble of either setting up multiple skills or hitting 2-3 enemies at once with his ult, or both. Get Lightning for Kurenai or Jack-O instead

As for other characters that can capitalize Lightning well, at the top of my head I can think of Goldie, Jack-O, Kurenai, Zeppetta and Kaiser (while in his Ultimate). Basically you want Lightning on anyone that can deal multiple low damage hits at once. If you got Lightning on other legends, it isn't entirely wasted though, that 5 hits within 2 sec may seem steep, but in modes like Dominion it isn't uncommon to hit 2 enemies at once, especially for big AoE attacks.
