The devs made a jojo fighting game and added kars, the move sets thats jotaro p3 and p4 including Jonathon are similar from that game they made before developing SU, so I do think they will kars eventually.

As another comment said the devs made Troublesome Battlegrounds 2, and they'll probrably add Future Jojo chars later, but I dont think Kars is the HIGHEST priority for a Jojo char.
We'll probrably get another protag like giorno or Josuke, or maybe even a jo bro before Kars.
