The problem with all the MK games since MK9 is that Ed Boon and NRS feel like they need to change up the fighting mechanic drastically for each MK game they release. MK9 & MKX was the height of MK competitive scene but after that each MK games is losing competitive players due to drastic change. MK11 was a success because of how much contents was offer to causal players to stick around but MK1 lack of contents has cause causal players to leave plus another drastic fighting mechanic change turn off a lot of pro MK players.

      It's not entirely true.
      Here is a summary:
      Mk 1993: 6 Million Copies
      Mk 2: 2.5 Million Copies
Mk 3: around 1.5 Million Copies
Mk Trilogy: Unknown, ps1 version has 2.7 Million Copies
Mk 4: less than 1.5 million copies
Mk: Deadly Aliance: 3.5 Million Copies
      Mk Deception: 1.9 Million Copies
      MK Shaolin Monks: 1 Million
      MK Armageddon: 1 Million
      DC Vs MK: 1.9 Million
      MK X: 11 Million
      MK 11: 15 Million
      MK 1: now 4 Million.
If you can see, the only golden age for MK was the 90's before MK4, one lucky moment with DA and the time when it was saved by Warner Bros.
Unlike Street Fighter and Tekken who had their ups and downs as well but atleast were standing on their own feet, Mortal Kombat is now only alive because thanks to Warner Bros. Without the Guest Fighters, the recent Mk games would have sold much much less.

From what I’ve experienced, the only reason MK still exists, or is as big as it is because of fatalities and (at least compared to other fighting games), having fun single player content.
The fatalities is one of the biggest casual audience pull because without a doubt, they make the most detailed gore stuff in the industry. And obviously having cool characters. This gets a lot of eyes on it, even now.
And unlike most other fighting games, had a plethora of offline game modes (well, that is until 1).
So despite it not having as much importance in the fgc, realistically, that’s never been it’s target audience.

funny enough - gore is the reason i couldn't give a single fuck about modern MK. And I'm a huge MK fan, I keep my OG xbox for Shaolin Monks, seen the MK movie back in the day in theaters etc etc. The gore is too much, and is a huge turn off. It's almost fetishized to the point of me not wanting not engage with the game at all - i don't want to watch gameplay, reviews etc. Nothing.
And they trying really hard to appeal to the boomer in me - with all the boomer action star guest characters etc and that's great. But not even that could make me spend money on it.
If they turned down the gore or made it more arcadey, I think I'd care about it more.

I'm glad they've kept on that PS2-era spirit of kitchen-sink single player content (Tekken 5's Devil Within! Soul Calibur III's Chronicles of the Sword! MK Deception's Konquest!). I understand why other devs don't do it - the economic argument for bespoke assets for a single-player campaign isn't as convincing when everyone has an internet connection now - but I'm glad that they're keeping it floating. And who knows, after SF6's thing, maybe we'll see more of a resurgence.

If you want the real answer, NRS is an extremely complacent company that knows none of their games will flop unlike SF and Tekken who actually have to care about the game’s competitive scene if they want their game to thrive.
Since Injustice 2 they’ve made extremely safe, slow, and restrictive gameplay, but since MK’s conpetitive scene doesn’t make up the majority of its base, NRS doesn’t have to care.

10:47 Seriously? You couldn't even pull up Steamcharts numbers to verify this? As of right now writing this comment there are 11 983 active players on SF6 with a 24h peak of 24 541. Tekken 8 sits at 4227 active players with a 24h peak of 7329. Meanwhile MK1 sits at 605 active players with a 24h peak of 1317. There is no reason to believe this trend doesn't follow on other platforms. MK1 frequently has less active players than its predecessor, MK11. By every measurable metric, MK's online scene is performing poorly relative to the other 2 fighting games in the Big 3, and with a middling offline scene as well, it just seems that all of its players stick around for less time than other FGs.

It continues to amaze me that people are just realizing that Mortal Kombat has placed more emphasis on social trends and pop culture tie ins, because that is the very thing that has sustained Mortal Kombat since the 90s. I became dissatisfied with Mortal Kombat at MK3. MK3 had a massive Mortal Kombat movie cross promotion with secret codes to enter before a match started. You had to see the movie or a magazine/TV ad to learn the secret codes. Some of the codes did things like "Only throws" or "One hit KO on opponent". So you'd go to play MK3 and your opponent would rip you off with one hit. I knew then what direction the Mortal Kombat franchise had chosen. And at every iteration of the game they have reinforced their commitment to trashy, temporary, flash in the pan trends. Becayse that is what the core Mortal Kombat audience wants. Whatever is the new hotness. And tbat's fine, and up to this point has been financially beneficial. But game developmemt just can't keep up with the new hotness anymore.

The problem is the live service / casual preditory capitalism. MK9 & MKXL has its cap on how much money you paid. Specifically with MKX it had a good balance of casual skill floor and competitive skill ceiling.
But when MK11 came out it turned into a easy to play strike / throw simulator. It had the most largest pay for cosmetics and was so profitable it could not go back to the rich gameplay of MKX and Injustice 2.
Come MK1 and the game was considered a collosal failure in gameplay, with most of its players exiting within the first 3 months. It is also the first to be a "licenced, not owned" product meaning we paid full price for something we don't own, with cosmetics as expensive as free to play games. The patches analysed by the most competitive already saw that they catered to the casual scene, nerfing instead of buffing certain characters, which for most is seen as a good thing but staggers performance (as they are open about buffing characters for more wildness as opposed to tame gameplay).
MK1 was a highly profitable flop. Ed Boon and NRS wants to make a new, independent IP to be released from the grasps of its greedy publisher WB so they can show what skills they have when they aren't overworked or limited to their qualities of their amazing skills to make a game.

In a nutshell, it is easier to be great at better games than it is to be great at worse games.
MK is uniquely clunky compared to other top fighters. It is both easier and more appealing to casual players, but that slightly clunky and somewhat limiting casual friendly gameplay makes it harder to become a standout top level player. So top level MK players are REALLY good at MK. Which in turn, makes them good at games with more freedom and forgiveness in gameplay. You see a Smash players branching out and having more success in other games for similar reasons. Whereas top players from SF or TK have less success coming to MK because they are coming from a wider, and deeper gameplay background and struggle with MK's stiff and restrictive gameplay.
