I don't know. Even it's the worst of the 3d aera games, i still play it from time to time. It showed, in wich way it will go and without it, we didn't had all the others. In my opinion, it still playes well. Sure. Some stuff aged not as well, but it aged good enough, compaired to 90s first 3d games. (Except stuff like nintendo games. Only the "Xbox" version of Gta 3 had good graphics. I still prefer the Ps2 version. Because I love blocky character models and undetailed vehicle models. The mechanics are quite limited. Of course, these mechanics were acceptable for their time. But the random fun of the game is probably the main reason why Gta 3 is still playable. And of course nostalgia.

9:00 nah, it wasn't removed because they didn't want to offend the actual PS2 designer, but because the voiceline was a placeholder only intended to be used for testing. This is common among all video games, they simply forgot to remove the placeholder voiceline in version 1.4
I think the change at 15:00 was done because Catalina doesn't actually give Maria back, nor had any intention of doing so. I don't think it was censorship.
I grew up with the 1.40 version of GTA III. To this day the Rockstar North logo intro doesn't sit right, I'll always have that DMA Design sound embedded in my brain.

It's a good thing that they went back and did an adjustment to the leones from having shotguns and pistols to just uzis and pistols in the Big 'N Veiny mission in 1.60, since they are absurdly powerful outside of missions.
I thought about this too. The damage from the shotgun is just too much. I mean I like games to be a little difficult but not where it's nearly impossible.
This is how I found out I had the rare 1.40 as a kid, aged around 5 y/o. I was young, bad at games, and frequently saw those Hospital/Police cutscenes and used to rage at the fact I couldn't skip them. That disk is long gone now :(
I completed 1.40 once and I was surprised at the end being stuck at 98%. The other things I noticed I was the Bomb Da Base cutscene counting as a mission, the camera in the stunt jump, the mention of terrorists in Kingdom Come and Catalina's dialogue at the end. I thought the I designed the PS2 guy was in every version and I discovered the absence of the checkpoint sounds much later. Overall, would not recommend this build as outside of Catalina's extra line, the PS2 guy and the new Dodo flight path, there is nothing particularly interesting and it's just more buggy.

@@VitZ9DVDs are 4.7 GB, CDs are 750 MB. However, it was quite common in PSX and early PS2 days to use dummy files as a way to "defragment" optical discs so the laser seek time would be lowered. That being said, indeed Darkell missions won't be found in any retail disc fails as they were cut quite early in the development (can't remember if it was Benzis or one of the Houser brothers who said it in an interview fairly recently).

Oh. Seems like I had the 1.40. I vividly remember raging of not being able to skip the death/wasted cutscenes, as I had no memory card and thus couldn't save. It was a French version of the game, too!
I know 1,40 is quite rare but it’s still possible to come by if you’re lucky and just keep looking online by private sellers. I spent around an hour by just going through the different auctions by zooming in on the disc to check if the # wasn’t present and it was around 2% of the discs. And the good thing about the UK is that you can tell it easily tell by the disc, but on EU copies it might be harder because some copies look the same like 1,60 and the only way to tell is to buy it and put it inside your PC and open the file to see if it’s 1,40 or 1,60 so that’s a good thing to keep in mind. The fun thing was that when I bought the 1,40 disc the seller got surprised it got bought because there were other auctions for much cheaper and they still had the MAP in the box. If only he knew 😂
@@nonoo3793 pretty much, I pirated them all due to only one reason (for the most part) and that is censorship, there is so many releases in Europe and most of them had different censoring and removals going on to the point I got fed up and never bothered to own any originals rather the pirate releases that are uncensored on top of that they have extra files attached that can be salvaged
I have the original first release uk. Pre 911. I got the game the day it was released first time in the UK. I tried year's ago to trade it in but the game stores wouldn't take the pre 911 version to resell them.
@@chriscollins550 There is no pre 9/11 release. It was always an October release, but 9/11 delayed it a few weeks. You mean the pre-911 build, 1.40, which was released after 9/11 as the original GTA3. You're lucky you live in the UK and they didn't accept it, because in Australia 1.40 was banned, and if you took it into a store they have the right to confiscate it from you. Stores even asked you to return the game if you'd purchased it, and presumably some parents did. Thankfully I didn't, so I still have 1.40 and Manhunt on the PS2.
17:06 - The thing is, there's a reason why this is the case, and ironically the same bug that prevents you from reaching 100%, you can "abuse" the similar bug to also get 100%. The catch is: To complete the game at 100%, you need to complete the Paramedic missions - 12 levels in a row - 3 times. So basically 2 more additional times compared to normal. You can do it on any island however. I've done this, to make it less boring I completed it on each island. If someone wants my save I can provide. The reason it will be stuck at 98% is because, well, let me explain. In GTA 3 (and similarly in all 3D era games), you get the same % for each task complete, let's call them "percentage checkpoint". E.g. you get one each mission you pass, each side mission you pass, each stunt jump, each import/export mission, every 10 hidden packages etc. The total amount of these "percentage checkpoints" is 154, so you get roughly ~0.649% per each checkpoint. However in version 1.40, 100% completion requires 156 completion checkpoints when only 154 are actually attainable, and each checkpoint is actually worth a little less in this version, ~0.641%. How does it happen? Well the Paramedic missions are slightly bugged when it comes to this, this still partially remains in the final version. It was supposed to give out 3 total "percentage checkpoints" but it only gives out 1, by completing level 12. The two bugged "percentage checkpoints" are supposed to appear here: • When you complete level 8 OR even just rescue 43 patients - i.e. when get the health pickup reward at your safehouse. • When you rescue 78 patients - i.e. when you get the adrenaline pickup at your safehouse. And the third one that actually works, and works too well (I will explain why), like I said, is when you complete level 12. I don't know the exact reason why they are bugged, but my theory is that he game rewarding the player health/adrenaline makes the counter think it's a "percentage checkpoint", but they weren't supposed to be so, so no percentage is given to the player. Maybe a developer oversight. And either way they're pointless because you wouldn't be able to get the final one because it requires you to complete level 12 anyway (which you need to do in one sitting). Anyway, the reason why it works too well, is that there's another percentage bug in it, which you can use in your favor on the version 1.40. As I said, you have to complete the Paramedic missions two additional times to get 100%. But it doesn't end there. Actually you can keep going infinitely, the mission will keep giving you the "percentage checkpoint" and you can use it to get over 100%. And this still prevalent in the version 1.60, but it's gonna be extremely rare that anyone wants to replay that awful mission on their save so not many people even tried. And if you do complete it ONE time, your percentage won't change - it will be 100.649% internally, but the game will still just display it as 100% because the game rounds it always to the lower number. You would need to do it twice to actually see 101%, which makes it even less likely. The reason why this happens is whoever did the code. forgot to make it so that the "percentage checkpoint" is only given out once, the first time you complete 12 levels, and not again. Nothing in the game checks if you've completed it already, so it gives it to you again.
You're incorrect about the building in Chinatown. It wasn't there was a smaller building. There originally wasn't a building there at all but a road that connected Chinatown to Hepburn heights. There was originally a main drag that ran all the way down Portland from the Callahan Bridge to the crusher. (which is where the "Go to the bank off the main drag" line comes from in the bank job mission for Joey Leone). According to a former Rockstar developer they had to rearrange the buildings and add the alleyway in to slow the player down because if the player drove a fast car down it they would start noticing the buildings struggling to load in quickly enough. They said they fixed these streaming asset issues by the time they made GTA San Andreas where they no longer had this issue.

2:34 The latter one isn't Italian though, it's a German promo release. Only Germany had the "GTA III" logo on the cover, in the intro and on PC in the main menu as well.
Finnish PS2 pressings have the normal cover, but also "GTA III" written on it instead of the usual, and it's also in the case spine and in the disc. The usual "#" trick with the disc to identify v1.40 and v1.60 still does the trick though.
I remember one thing but keep in mind I'm not sure if I remember this correctly and if this is a difference between PS2 1.40 and PS2 1.60, or difference between PC 1.0 vs 1.1. I remember there was a difference in the mission script where in one version (probably the old one), the mission "Kingdom Come" would not be unlocked until the mission "Grand Theft Aero" is completed. In terms of lore this makes more sense because during the final cutscene (when Claude returns to the construction site) that's when Catalina learns that Claude is actually still alive (remember how she says in a surprise "You!? I left you pouring your heart out into the gutter."). Then the rest is clear - she teams up with King Courtney to come up with this plan to blow Claude up. But don't take my word for it as I might be remembering something wrong. If anybody has more info on this please feel free to comment ;)

I've heard that there are some stealth versions of v1.60 as discs which lack the sign "#", surefire way to know which variant one has is to check it with a PC, opening the "SYSTEM" -file to Notepad (I wonder if that was done on those promos seen briefly). It tells what revision it is. I have both v1.40 and v1.60, the first one as "/EURO" disc, since I'm not in the UK. I recall the other v1.60 is "/UK#" and the other is just "#" - two of these are Finnish packagings. This is because there's 3 different map designs with the game. Also the v1.40 normal completion is accurately around 98.7%. Because the game expects you to do two more things (calculate the ratio between expectations and what there is brings you 154/156 if I recall this right). Doing the ambulance missions over and over, this can be achieved as that objective point is never disabled after completing it. With this, you can actually get even more than 100% in v1.40 though. (Also why are people in these comments saying Firefighter has to be done only once somewhere, it has to be done once on each island to reach 100%, dammit.)
Oh yeah. I remember the cutscenes when You die or get arrested that cannot be skipped. I also remember that Catalina extra dialogue. Not sure if it's from the 1.40 version or maybe i did something but in the mission decoy (the last from Donald love) after entering the securicar, actual tanks Spawn during the 6 Star survival.
oh yes then i played the 1 40 version when i was really young, coz the big and veiny mission was impossible for me to finish due to the salvatore folks using shotgun to bust my van up. then i play other gta version when im older and that never happen anymore i can finish the mission easily. it feels like a fever dream remembering my first gta 3 long ago.. and now im 30, it's easy to pass all the mission
Definitely played the 1.40 version growing up. I remember experiencing ALL of these little idiosyncrasies. I wonder if that disk is still around the house somewhere.
As far as I remember.. I never played a version of GTA 3 that would let me skip the damn wasted or busted cutscenes. Same goes for the other 3D era games or at least San Andreas. I played the PS2 version available on Brazil, I played the PC version with the body gore, and the definitive edition on Xbox recently. And I think none of these versions allowed to skip it.
I have the 1.40 PAL version but as an .ISO for my PS2 emulator (PCSX2), I also noticed the car crusher crane in Portland is scripted differently and will rise up beyond the crane arm and takes much longer to crush a car compared to the 1.60 version which I have the physical disk of. One difference I noticed is that some rampages that appear in two locations only appear in one location in v1.40. I don’t know if this is the case for every rampage of this type, but I noticed a few of them are like this at least. It makes some of them considerably harder as you have to start them from a location that makes them more difficult to complete.

Afaik both versions have this issue, where the police cars in the intro still had their original color scheme (the blue one) instead of their current one (the black one).
the rc car bug and the bad bridge jump camera bug are present in the mobile version of the game too. I remember being able to drive the rc car around and being annoyed that the camera was fixed.
Me and my friend have this first version we bought it at release but my dad kept it as a Christmas gift for 2001 so I could only play it briefly at my friends house. I basically could pick games beforehand whenever I had my birthday or Christmas coming up. I miss my dad.

In Italy we probably had the 1.40 (Pirated disc), because I remember i could not skip the Wasted cinematic. Plus sometimes it was also sold as Gta Napoli (If u were from Naples) to increase the sales of the pirated disc :)
The earlier australian versions (not the "platinum" ones), are of 1.4. So if you were looking for it, that is another way to get it easier, though getting the ISO of 1.4 is pretty easy too, of course. And seems it isn't an easier way of getting the physical 1.40, as someone has stated just now actually. ISO still is easy to find.
Not exactly an easier way to get it though. Those versions were ordered to be returned by the stores selling the games for the censored 1.60 due to that whole controversy about the game at the time. If you purchased the game in Australia during the first month, you have 1.40, anything after that is 1.60. Source: I worked at Harvey Norman at the time. GTA3 was such a big deal, everyone wanted to play it, we basically sold out of 1.40 in the first three days. We got a second shipment, and a few weeks later headquarters sent the email out we needed to return whatever stock was left. So I sent back the stock records, changed them to say we were sold out, took a copy for myself, and sold the last 5 or so to collectors on eBay for $150 AUD. 😉
@@VitZ9 The more you know. You made a tidy profit there for yourself, and that's good to have some insight about the version we got. So nowadays, the easiest way of getting 1.40, is getting the ISO of it. Myself, i'd gotten the platinum hits version back in 2002, so it certainly wasn't the illusive 1.40.
One thing that should be noted is that NTSC 1.40 is similar/same to PAL 1.60. Therefore it would make more sense to write this version as PAL 1.40 as version alone is not enough to differenciate.
I just had a look on ebay for the 1.40 version and couldn't find one. I'm guessing there are some on ebay but the sellers are not aware of it and so have not stated that it's the 1.40 version.
I know that in some releases in the mission where Claude got introduced to Salvatore Leone Joey drove to the don in his work clothes rather than in smoking.That was probably 1.40 version.
Another thing, there is a DUMMY file on the disc. When opened with a program called PSound, you'll find that it's a copy of HEAD RADIO. No idea if it's any different, but it wasn't on my American copy.
I owned the 1.40 version back in the day. I remember the line by Catalina vividly, as I do the weird angle in the stunt jump on Callahan Bridge. I think my cousin still has my copy. I should ask him.
I think I had the 1.4 version as a kid because I don't remember being able to skip that cut scene. I definitely remember the annoying camera angle for the bridge jump and remember the yakuza still staying after the mission failed as I wanted to steal the limos and I do remember the bombers being called bombers, wonder if I still have it but like most PS2 games I ended up with about 5 copies of each GTA game when they got too scratched.

GTA 3 had almost no changes due to 9/11. Don't be misleading, they already had the game almost finished before that and they couldn't possibly do something about 9/11 in such a short time. And they themselves said in a Q&A that it only changed the game by like 1%, I know it may sound like these changes were because of that, but I highly doubt it.
Just with the first cutscene I can tell I have been playing 1.4.. I was like 11, almost no English, just going around causing mayhems and when I die, And every time I die, this was my penalty. I always thought this was by design.

I don't remember the "I designed the Ps2" line though. I remember hospital/police busted being unskippable and being annoying on a fresh save... I also remember the blow fish factory explosion loading screen and the unique stunt camera. The other parts probably required more testing to discover than the patience I had a kid. There's probably other version changes also. Mine would've been the UK, PAL version. I've seen people say the "DMA Design" thing is a tell but I think this is just like that on ps2.
Now that I recall there’s not a lot of swearing in gta 3 compared to the other games, maybe that’s why that line from Catalina was remove? Idk I could be wrong
Weird, Ive experienced things from 1.40 (like unskippable tutorial, yakuza not despawning and checkpoints missing sfx) and the full version, but I did have the russian version
This is why i use PS2 emulator to notice the differences safely. Generally, I prefer the version 1.60 version of GTA 3 due the 1.40 is kinda messed up and somehow unbalanced. If we wish to make badass progress with GTA games, the PSP (For GTA LCS and VCS) or PS2 (all 3D gta era games) emulators is the best way to make progress due they can make independent savestates as a countermeasure to not let the going getting unfairly rough or getting stuck, best if used carefully. The traditional consoles turns out to be not very suitable to progress with GTA games, they're more for fun purposes than progress purposes.

No, not officially, 1.40 is PS2 only. Stores who had 1.40 were ordered to send them back for the edited 1.60, so the only versions that exist are original purchases at the games release. That said, the unedited 1.40 iso has been around on the high seas for decades now, so you can play it on PC with emulators, but it's not an official R* release on Steam or anything.
@@VitZ9 v1.40 is an accidental release by them, a very late beta. People think v1.40 is a release that they approved of, it isn't. The USA version is the final release, and then they released that in Europe some time later, people keep mixing things up

This comment is not directly related to the differences between versions 1.40 and 1.60 of GTA 3. However it is; what I believe at least to be beta content which so far I’ve not seen anyone cover on GTA 3. To see this mystery beta content, you’ll need to perform the Harwood car crusher ghost car bug. Apologies in advance for any ambiguity in my instructions from here on because the building does not have a name as far as I know. Drive to Staunton Island and head towards the east side of Belville park. When viewed from overhead there are two roads that form a V shape, between these two roads there’s a building and contained within is something interesting. If you’re still unsure about which building I’m referring to, it actually features on the thumbnail on one of your videos; the GTA 3 (PS2) One Fact About Every Mission video and it’s the building on the right hand side of the thumbnail. Assuming you’ve managed to find this building, using your ghost car drive in the building and you’ll find what appears to be a very crudely modelled interior. The walls are blue and untextured and the floor texture corresponds to floor texture outside the building. But there are holes in the wall which correspond roughly to the windows of the from outside of the building and you can see outside the interior. It appears there was some very preliminary work being done to give this building an interior. Whats even more interesting is that in this area of the map (in fact I think most of Staunton is like this, but I checked and all other buildings in this immediate area are like this) if you drive through the walls of buildings using the ghost car, there isn’t even a floor on the inside! Driving into these buildings leads to a floorless hole that drops straight into blue hell! So having a fully rended 3D interior with some attempt at making working windows in this area is even more astonishing! And even more indicative that this building had a purpose beyond just set dressing the area. I should say that I’ve only tried this on the IOS version of the game, some years ago. Whenever I’ve played the game on the PC, I’m usually more preoccupied with playing it as oppose to arsing around bugs and glitches! Obviously if this is the remains of some beta content, this is quite exciting. But what’s even more exciting is trying to work out what this may have been used for, as interiors featured most heavily in GTA 3 in missions and in particular mission cutscenes. So what could have gone on in this building? Was it used on a cut mission? Was it a base for a cut character even? As I say, I’ve never seen or heard this interior mentioned and I think it high time it got some attention! I think it’d make an interesting video exploring the interior and inviting the community to discuss what it might have been used for!
@@mrdoofa9357 Thanks for the comment! Interesting read! I think the building you're referring to is the 'Flatiron Building'. At least, that's what it's called in real life. On the PS2 version, I think I've been inside it before and didn't see any remnants of an interior. Although it does have a floor, like you say. I've not checked it on other versions of the game though. Also sometimes a traffic car can spawn inside it for some reason, which seems to happen more on the PC version from what I've seen.
Rofl! The audio line of the guy saying " I designed the PS2" reminds me of that full on audio que. That was left in on Oblivion of the woman asking to do her lined again straight after. So the full audio is her saying it once then asking to do it again to a producer or someone in the recording booth before going ahead and doing so. 😅

(Not only gta) Before i watching the movie to the end (adhd, i didn't wanted to forget about the age rating thing), i just wanted to say: I was so annoyed back then. Early videos showed the blue police cars. In the damn intro they where blue. XD Ingame black then. I felt kinda betrayed. I loved the blue design back then. And as teen, it annoyed me without end. Even i still love the game till now.

Afaik, all PS2 releases have the blue police car in the intro movie. Xbox and PC had it edited to the black and white ones we got in game.

In my opinion, it still playes well. Sure. Some stuff aged not as well, but it aged good enough, compaired to 90s first 3d games. (Except stuff like nintendo games. Nintendo nailed 3d games kinda from the start. Otherwhise, mario 64 would not be played but whatever. I miss the topic here.)

Don't get me wrong, but Gta 3's graphics and gameplay mechanics are very old now. Even for its time, the graphics were not the best.
Only the "Xbox" version of Gta 3 had good graphics.
I still prefer the Ps2 version. Because I love blocky character models and undetailed vehicle models.
The mechanics are quite limited. Of course, these mechanics were acceptable for their time.
But the random fun of the game is probably the main reason why Gta 3 is still playable. And of course nostalgia.

It's a good thing that they went back and did an adjustment to the leones from having shotguns and pistols to just uzis and pistols in the Big 'N Veiny mission in 1.60, since they are absurdly powerful outside of missions.

This is how I found out I had the rare 1.40 as a kid, aged around 5 y/o. I was young, bad at games, and frequently saw those Hospital/Police cutscenes and used to rage at the fact I couldn't skip them. That disk is long gone now :(

I completed 1.40 once and I was surprised at the end being stuck at 98%.
The other things I noticed I was the Bomb Da Base cutscene counting as a mission, the camera in the stunt jump, the mention of terrorists in Kingdom Come and Catalina's dialogue at the end.
I thought the I designed the PS2 guy was in every version and I discovered the absence of the checkpoint sounds much later.
Overall, would not recommend this build as outside of Catalina's extra line, the PS2 guy and the new Dodo flight path, there is nothing particularly interesting and it's just more buggy.
There’s actually a way to get 100% at the PAL v1.40 version - complete Paramedic Level 12 a total of 3 times!
Maybe the reason it gets stuck on 98% is because of the dummy data left over from the cut darkell missions

@@VitZ9DVDs are 4.7 GB, CDs are 750 MB. However, it was quite common in PSX and early PS2 days to use dummy files as a way to "defragment" optical discs so the laser seek time would be lowered. That being said, indeed Darkell missions won't be found in any retail disc fails as they were cut quite early in the development (can't remember if it was Benzis or one of the Houser brothers who said it in an interview fairly recently).

I know 1,40 is quite rare but it’s still possible to come by if you’re lucky and just keep looking online by private sellers. I spent around an hour by just going through the different auctions by zooming in on the disc to check if the # wasn’t present and it was around 2% of the discs.
And the good thing about the UK is that you can tell it easily tell by the disc, but on EU copies it might be harder because some copies look the same like 1,60 and the only way to tell is to buy it and put it inside your PC and open the file to see if it’s 1,40 or 1,60 so that’s a good thing to keep in mind.
The fun thing was that when I bought the 1,40 disc the seller got surprised it got bought because there were other auctions for much cheaper and they still had the MAP in the box.

@@nonoo3793 pretty much, I pirated them all due to only one reason (for the most part) and that is censorship, there is so many releases in Europe and most of them had different censoring and removals going on to the point I got fed up and never bothered to own any originals rather the pirate releases that are uncensored on top of that they have extra files attached that can be salvaged
I have the original first release uk. Pre 911. I got the game the day it was released first time in the UK. I tried year's ago to trade it in but the game stores wouldn't take the pre 911 version to resell them.

You're lucky you live in the UK and they didn't accept it, because in Australia 1.40 was banned, and if you took it into a store they have the right to confiscate it from you. Stores even asked you to return the game if you'd purchased it, and presumably some parents did. Thankfully I didn't, so I still have 1.40 and Manhunt on the PS2.
17:06 - The thing is, there's a reason why this is the case, and ironically the same bug that prevents you from reaching 100%, you can "abuse" the similar bug to also get 100%. The catch is: To complete the game at 100%, you need to complete the Paramedic missions - 12 levels in a row - 3 times. So basically 2 more additional times compared to normal. You can do it on any island however. I've done this, to make it less boring I completed it on each island. If someone wants my save I can provide.
The reason it will be stuck at 98% is because, well, let me explain. In GTA 3 (and similarly in all 3D era games), you get the same % for each task complete, let's call them "percentage checkpoint". E.g. you get one each mission you pass, each side mission you pass, each stunt jump, each import/export mission, every 10 hidden packages etc. The total amount of these "percentage checkpoints" is 154, so you get roughly ~0.649% per each checkpoint. However in version 1.40, 100% completion requires 156 completion checkpoints when only 154 are actually attainable, and each checkpoint is actually worth a little less in this version, ~0.641%. How does it happen?
Well the Paramedic missions are slightly bugged when it comes to this, this still partially remains in the final version. It was supposed to give out 3 total "percentage checkpoints" but it only gives out 1, by completing level 12. The two bugged "percentage checkpoints" are supposed to appear here:
• When you complete level 8 OR even just rescue 43 patients - i.e. when get the health pickup reward at your safehouse.
• When you rescue 78 patients - i.e. when you get the adrenaline pickup at your safehouse.
And the third one that actually works, and works too well (I will explain why), like I said, is when you complete level 12.
I don't know the exact reason why they are bugged, but my theory is that he game rewarding the player health/adrenaline makes the counter think it's a "percentage checkpoint", but they weren't supposed to be so, so no percentage is given to the player. Maybe a developer oversight. And either way they're pointless because you wouldn't be able to get the final one because it requires you to complete level 12 anyway (which you need to do in one sitting).
Anyway, the reason why it works too well, is that there's another percentage bug in it, which you can use in your favor on the version 1.40. As I said, you have to complete the Paramedic missions two additional times to get 100%. But it doesn't end there. Actually you can keep going infinitely, the mission will keep giving you the "percentage checkpoint" and you can use it to get over 100%. And this still prevalent in the version 1.60, but it's gonna be extremely rare that anyone wants to replay that awful mission on their save so not many people even tried. And if you do complete it ONE time, your percentage won't change - it will be 100.649% internally, but the game will still just display it as 100% because the game rounds it always to the lower number. You would need to do it twice to actually see 101%, which makes it even less likely.
The reason why this happens is whoever did the code. forgot to make it so that the "percentage checkpoint" is only given out once, the first time you complete 12 levels, and not again. Nothing in the game checks if you've completed it already, so it gives it to you again.
You're incorrect about the building in Chinatown. It wasn't there was a smaller building. There originally wasn't a building there at all but a road that connected Chinatown to Hepburn heights. There was originally a main drag that ran all the way down Portland from the Callahan Bridge to the crusher. (which is where the "Go to the bank off the main drag" line comes from in the bank job mission for Joey Leone). According to a former Rockstar developer they had to rearrange the buildings and add the alleyway in to slow the player down because if the player drove a fast car down it they would start noticing the buildings struggling to load in quickly enough.
They said they fixed these streaming asset issues by the time they made GTA San Andreas where they no longer had this issue.

It did however change to a smaller building though as seen in the e3 promo when the cars had antennas.

2:34 The latter one isn't Italian though, it's a German promo release. Only Germany had the "GTA III" logo on the cover, in the intro and on PC in the main menu as well.
Finnish PS2 pressings have the normal cover, but also "GTA III" written on it instead of the usual, and it's also in the case spine and in the disc. The usual "#" trick with the disc to identify v1.40 and v1.60 still does the trick though.
France had the same cover that Germany had
I remember one thing but keep in mind I'm not sure if I remember this correctly and if this is a difference between PS2 1.40 and PS2 1.60, or difference between PC 1.0 vs 1.1.
I remember there was a difference in the mission script where in one version (probably the old one), the mission "Kingdom Come" would not be unlocked until the mission "Grand Theft Aero" is completed. In terms of lore this makes more sense because during the final cutscene (when Claude returns to the construction site) that's when Catalina learns that Claude is actually still alive (remember how she says in a surprise "You!? I left you pouring your heart out into the gutter."). Then the rest is clear - she teams up with King Courtney to come up with this plan to blow Claude up.
But don't take my word for it as I might be remembering something wrong. If anybody has more info on this please feel free to comment ;)

I've heard that there are some stealth versions of v1.60 as discs which lack the sign "#", surefire way to know which variant one has is to check it with a PC, opening the "SYSTEM" -file to Notepad (I wonder if that was done on those promos seen briefly). It tells what revision it is. I have both v1.40 and v1.60, the first one as "/EURO" disc, since I'm not in the UK. I recall the other v1.60 is "/UK#" and the other is just "#" - two of these are Finnish packagings. This is because there's 3 different map designs with the game.
Also the v1.40 normal completion is accurately around 98.7%. Because the game expects you to do two more things (calculate the ratio between expectations and what there is brings you 154/156 if I recall this right). Doing the ambulance missions over and over, this can be achieved as that objective point is never disabled after completing it. With this, you can actually get even more than 100% in v1.40 though.
(Also why are people in these comments saying Firefighter has to be done only once somewhere, it has to be done once on each island to reach 100%, dammit.)
Oh yeah. I remember the cutscenes when You die or get arrested that cannot be skipped. I also remember that Catalina extra dialogue. Not sure if it's from the 1.40 version or maybe i did something but in the mission decoy (the last from Donald love) after entering the securicar, actual tanks Spawn during the 6 Star survival.
oh yes then i played the 1 40 version when i was really young, coz the big and veiny mission was impossible for me to finish due to the salvatore folks using shotgun to bust my van up. then i play other gta version when im older and that never happen anymore i can finish the mission easily. it feels like a fever dream remembering my first gta 3 long ago.. and now im 30, it's easy to pass all the mission

As far as I remember.. I never played a version of GTA 3 that would let me skip the damn wasted or busted cutscenes. Same goes for the other 3D era games or at least San Andreas. I played the PS2 version available on Brazil, I played the PC version with the body gore, and the definitive edition on Xbox recently. And I think none of these versions allowed to skip it.

I have the 1.40 PAL version but as an .ISO for my PS2 emulator (PCSX2), I also noticed the car crusher crane in Portland is scripted differently and will rise up beyond the crane arm and takes much longer to crush a car compared to the 1.60 version which I have the physical disk of. One difference I noticed is that some rampages that appear in two locations only appear in one location in v1.40. I don’t know if this is the case for every rampage of this type, but I noticed a few of them are like this at least. It makes some of them considerably harder as you have to start them from a location that makes them more difficult to complete.

the rc car bug and the bad bridge jump camera bug are present in the mobile version of the game too. I remember being able to drive the rc car around and being annoyed that the camera was fixed.

Me and my friend have this first version we bought it at release but my dad kept it as a Christmas gift for 2001 so I could only play it briefly at my friends house. I basically could pick games beforehand whenever I had my birthday or Christmas coming up. I miss my dad.

In Italy we probably had the 1.40 (Pirated disc), because I remember i could not skip the Wasted cinematic.
Plus sometimes it was also sold as Gta Napoli (If u were from Naples) to increase the sales of the pirated disc :)
The earlier australian versions (not the "platinum" ones), are of 1.4. So if you were looking for it, that is another way to get it easier, though getting the ISO of 1.4 is pretty easy too, of course.
And seems it isn't an easier way of getting the physical 1.40, as someone has stated just now actually. ISO still is easy to find.

Those versions were ordered to be returned by the stores selling the games for the censored 1.60 due to that whole controversy about the game at the time.
If you purchased the game in Australia during the first month, you have 1.40, anything after that is 1.60.
Source: I worked at Harvey Norman at the time. GTA3 was such a big deal, everyone wanted to play it, we basically sold out of 1.40 in the first three days. We got a second shipment, and a few weeks later headquarters sent the email out we needed to return whatever stock was left. So I sent back the stock records, changed them to say we were sold out, took a copy for myself, and sold the last 5 or so to collectors on eBay for $150 AUD. 😉

So nowadays, the easiest way of getting 1.40, is getting the ISO of it. Myself, i'd gotten the platinum hits version back in 2002, so it certainly wasn't the illusive 1.40.
One thing that should be noted is that NTSC 1.40 is similar/same to PAL 1.60.
Therefore it would make more sense to write this version as PAL 1.40 as version alone is not enough to differenciate.
I do remember having this version of the game on my PS2. Especially when it came to the Mafia being armed with shotguns post Sayonara Salvatore.
I just had a look on ebay for the 1.40 version and couldn't find one. I'm guessing there are some on ebay but the sellers are not aware of it and so have not stated that it's the 1.40 version.
I know that in some releases in the mission where Claude got introduced to Salvatore Leone Joey drove to the don in his work clothes rather than in smoking.That was probably 1.40 version.

Another thing, there is a DUMMY file on the disc. When opened with a program called PSound, you'll find that it's a copy of HEAD RADIO.

I've had 1.40 when it was bought for me with a PS2 all the way back in 2002!
GTA 3 had almost no changes due to 9/11. Don't be misleading, they already had the game almost finished before that and they couldn't possibly do something about 9/11 in such a short time. And they themselves said in a Q&A that it only changed the game by like 1%, I know it may sound like these changes were because of that, but I highly doubt it.

interesting. pretty sure I have 1.4.0 from when I was a kid as I remember most of these things as if they were just natural parts of playing the game... I don't remember the "I designed the Ps2" line though. I remember hospital/police busted being unskippable and being annoying on a fresh save... I also remember the blow fish factory explosion loading screen and the unique stunt camera. The other parts probably required more testing to discover than the patience I had a kid. There's probably other version changes also. Mine would've been the UK, PAL version. I've seen people say the "DMA Design" thing is a tell but I think this is just like that on ps2.

Weird, Ive experienced things from 1.40 (like unskippable tutorial, yakuza not despawning and checkpoints missing sfx) and the full version, but I did have the russian version

This is why i use PS2 emulator to notice the differences safely.
Generally, I prefer the version 1.60 version of GTA 3 due the 1.40 is kinda messed up and somehow unbalanced.
If we wish to make badass progress with GTA games, the PSP (For GTA LCS and VCS) or PS2 (all 3D gta era games) emulators is the best way to make progress due they can make independent savestates as a countermeasure to not let the going getting unfairly rough or getting stuck, best if used carefully.
The traditional consoles turns out to be not very suitable to progress with GTA games, they're more for fun purposes than progress purposes.

No, not officially, 1.40 is PS2 only. Stores who had 1.40 were ordered to send them back for the edited 1.60, so the only versions that exist are original purchases at the games release.
That said, the unedited 1.40 iso has been around on the high seas for decades now, so you can play it on PC with emulators, but it's not an official R* release on Steam or anything.

And their accidental release of 1.40 affected the majority of the world. PAL includes Europe, UK, Asia, and Australia/New Zealand. I'm shocked you did not mention the changed intro. The introduction credit role, when you hear the iconic piano music playing in the background, they will show police cars in their original color, blue. Rather than police cars in their original color, blue, rather than black.
Because intro isn't changed for all european versions, therefore you have blue police cars in 1.60 intro of european game copy.

However it is; what I believe at least to be beta content which so far I’ve not seen anyone cover on GTA 3. Apologies in advance for any ambiguity in my instructions from here on because the building does not have a name as far as I know. Drive to Staunton Island and head towards the east side of Belville park. When viewed from overhead there are two roads that form a V shape, between these two roads there’s a building and contained within is something interesting. If you’re still unsure about which building I’m referring to, it actually features on the thumbnail on one of your videos; the GTA 3 (PS2) One Fact About Every Mission video and it’s the building on the right hand side of the thumbnail.
Assuming you’ve managed to find this building, using your ghost car drive in the building and you’ll find what appears to be a very crudely modelled interior. The walls are blue and untextured and the floor texture corresponds to floor texture outside the building. But there are holes in the wall which correspond roughly to the windows of the from outside of the building and you can see outside the interior. It appears there was some very preliminary work being done to give this building an interior.
Whats even more interesting is that in this area of the map (in fact I think most of Staunton is like this, but I checked and all other buildings in this immediate area are like this) if you drive through the walls of buildings using the ghost car, there isn’t even a floor on the inside! Driving into these buildings leads to a floorless hole that drops straight into blue hell! So having a fully rended 3D interior with some attempt at making working windows in this area is even more astonishing! And even more indicative that this building had a purpose beyond just set dressing the area.
I should say that I’ve only tried this on the IOS version of the game, some years ago. Whenever I’ve played the game on the PC, I’m usually more preoccupied with playing it as oppose to arsing around bugs and glitches!
Obviously if this is the remains of some beta content, this is quite exciting. But what’s even more exciting is trying to work out what this may have been used for, as interiors featured most heavily in GTA 3 in missions and in particular mission cutscenes. So what could have gone on in this building? Was it used on a cut mission? Was it a base for a cut character even?
As I say, I’ve never seen or heard this interior mentioned and I think it high time it got some attention! I think it’d make an interesting video exploring the interior and inviting the community to discuss what it might have been used for!

I think the building you're referring to is the 'Flatiron Building'. At least, that's what it's called in real life.
On the PS2 version, I think I've been inside it before and didn't see any remnants of an interior. Although it does have a floor, like you say. I've not checked it on other versions of the game though.
Also sometimes a traffic car can spawn inside it for some reason, which seems to happen more on the PC version from what I've seen.

Hold on.... so was the mobile and definitive edition based on 1.40? The stunt jump on the bridge was such a pain with the camera angle.
I have the 1.40 version of gta 3 on ps2 with a burned 4.7 gb dvd
I got the pal version of GTA 3 it had the white cover art when I got my ps2 in 2012 and I'm from South Africa

Rofl! The audio line of the guy saying " I designed the PS2" reminds me of that full on audio que. That was left in on Oblivion of the woman asking to do her lined again straight after.
So the full audio is her saying it once then asking to do it again to a producer or someone in the recording booth before going ahead and doing so. 😅

I think your second promo is not an italien one. It has the german age rating infront. Btw. I own the 1.40 Version. I wont sell it, because i am a collector myself. (Not only gta)
Before i watching the movie to the end (adhd, i didn't wanted to forget about the age rating thing), i just wanted to say: I was so annoyed back then. Early videos showed the blue police cars. In the damn intro they where blue. XD Ingame black then. I felt kinda betrayed. I loved the blue design back then. And as teen, it annoyed me without end. Even i still love the game till now.
