This is a comprehensive guide on how to get .IPA files for apps from the App Store using iPARanger. The .IPA files can then be stored as a backup and are bound to the Apple ID that was used. Moreover, as shown, if an app isn't available in one region, a different one can be used. iPARanger can also install the apps directly.
