I'm pretty sure it was not, as aqueducts don't do what the tooltip says. They add a certain food every turn until you reach 40%, and then that is rolled over to the next pop. Some videos explain it more in-depth (think Gauephat did one).
Thor is correct here; Aqueducts roll over 100% of food up to 40% of total food, so you almost always want to lock cities the turn you finish an aqueduct. Since you are unlikely to grow 40% of food of your pop, locking a city essentially applies a 100% multiplier on your food the following turn (minus whatever food you waste by locking the city, so if you’re very close to growing already, it may not be worth to lock the city). Ry didn’t do this because he’s lazy though.

The 1 turn of growth is offset by the aqueduct carrying over the lost food, but what about the 1 tile production? Or are you thinking that the extra production while in no growth mode is what makes this worth it?
