Tim is correct. HF doesn't *require* more energy in and of itself, but you can do useful things with it if you pump more energy in. You can bounce it half way around the earth. Putting that kind of energy into VHF doesn't help you that much (in aviation) (in space tho, putting serious energy into VHF has more uses).
