I'm not aware of it, and I don't think it really does anything. You can unify Japan as anyone fairly quickly (as demonstrated here), and starting as a stronger nation doesn't make it that much faster (unless you're going for shogun rush)
Poor AIs love mothballing their capital forts. As long as you don't let them activate the fort (i.e. you already have troops on their fort), it'll remain mothballed, so it'll count as a level 1 fort. If you even give them a day, it'll activate their fort, so it'll require 9 regiments despite having 1k garrison
