I (queer woman) disagree completely. The first time i understood what the phrase meant was the first time I was ever with a woman. Until her, sex always felt like it had a specific objective (which was orgasm). And sure i came with the guys I'd been with before her, but it took away a lot of the fun of having sex because it always circled back to this one goal. And there are times when you simply don't cum, and when those times came, I used to feel guilty or like that meant the experience wasn't good. But when I was with her, it taught me that the goal of sex is enjoying the company of the person you're with, enjoying the moment of the sexual exchange, and because of that, when I did orgasm, it was more meaningful and powerful, and when I didn't, the encounter itself still had value because the goal was never the orgasm to begin with.
Not everyone can cum for a lot of different reasons and not everyone wants to cum during sex also for a lot of different reasons. I don't think it's fair to say that the only reason people have sex is to orgasm especially because sex isn't just penetrative penis-vagina for everyone.
