bcoz they are charging 18 INR for a simple carry bag from customers
Here in Chandigarh, various complaints had been filed by consumers against such outlets (like Lifestyle, Reliance), and the consumer court asked those outlets to pay the compensation to the consumer who filed the complaint and ordered them to provide the bags for free.
Not all outlets are doing it, but those ones which were dragged into the forum has mended their ways.
You should do it, just make sure you have the proofs to show that they charged you for the carry bag.
