I'd like to think it's because he is an interesting character with a good gimmick, but my guess is that it is more than likely he is the easiest character to put in a video game because his powers can essentially be reduced down to "Gun Character"
the shocker was a joke in the amazing spider man 2 🤣 this game was a joke even his version in ultimate spider man was better yeah he wasn't wearing his original yellow suit but he was better
