Princeton, the number one school for Undergrads. No worries about crime in Suburban Princeton, N.J.
Students have to be aware of their surroundings when they leave the Penn Campus. Jewish students would probably prefer Penn or Colombia.

Compare Apple to Apple : Princeton - Harvard, Princeton - Yale, or Harvard-Yale. UPenn is 2nd layer in the world ranking. Should be compared with 2nd layers.
