The reference is from Space Sheriff Gavin, which was a live action tokusatsu series made by Toei Company, the same guys who made Super Sentai which was adapted for over seas as Power Rangers. Look him up and you'll see they are basically the exact same design, which is confusing because I'd assume he was a Dimension Police with that origin.
