I'm pretty sure it was a provisional nickname people gave it before it was known as "Windless", I might be wrong Mike (the composer of the song) has other music similar to Windless, one is called "Colors of The Wind" and "On The Wind" but neither have been called the "Ice Cream Truck Song" either
Some of the high piano notes of the song that were recorded in Jack Tailero’s footage of Windless playing, prior to its actual discovery, sounded kind of like a ice cream truck so it was given that temporary name. Other temporary names used include “Pre HDIYL”.
