I think Jackie is somewhat like OG Loc. Both people claim they are gangsters even though they don't have the strength to be a gangster nor are they cold blooded. OG Loc is all talk and no show. He constantly brags about how he is a gangster but ironically he is a massive coward, contrary to a gangster, who is fearless. But Jackie does help Wei at times, like in this mission, when he saves Wei from Yung Lee On.
Nah, fam. OG Loc is an opportunistic a$$h0\€, Jackie is a low level thug whose work never involved actually killing someone (scoring small hits, extortion in the night market, back up support, etc.) but going as hard as carrying assassinations nah, he never had that... until that moment. Also, despite not being too talented, he NEVER snitched or turned his back to anyone from the Water Street Boys. OG Loc was a spineless, disloyal ¢uπ7. And I think Jackie, now that he's fully initiated, is seeing that high level triad work isn't as he imagined...
Here you don't know if he really is devoted to his new family or to his duty. The lines in between get blurry. He knows he has found honor and loyalty among the group whereas there's something putrid inside the force. The dichotomy of being undercover.

He was able to beat up that 18K thug in the back of that CN>HK truck before he was arrested, much to Wei's suprise.
