The retired Chief Justice of Manipur High Court, Shri Siddharth Mridul, said some days back, "It is most unfair to characterise an order -- the order passed by the Manipur High Court as being responsible for all the violence in Manipur. It is not. Far from it. It is most unfair for anybody to even suggest it ... The order was simply asking the State government to respond to an earlier communication from the Central government and seeking a socio-economic report on whether Meiteis could be considered for the list of Scheduled Tribes. Nothing more nothing less. It was not a direction as was made out that the High Court directed that Meiteis be included in the category of Scheduled Tribes. There was no such direction". Before this, the Ministry of Tribal Affairs, GOI, wrote a letter dated 29th May 2013 asking the Manipur government to furnish specific recommendations along with the latest socio-economic survey and ethnography report by an organisation of repute for consideration of the proposal for inclusion of Meitei community in the Scheduled Tribes list of Manipur. (The Manipur government sits on the file for more than ten years without giving any reply whatsoever). The Census of India 1881, 1891, 1901 and 1931 recorded the Meitei as a forest tribe, main tribe, Hindu tribe etc. Only from the Census in 1951 was the Meitei mistakenly delisted without assigning any reason thereof either to the State government or the general public in gazette notifications. Major-General Sir James Johnstone, KCSI, the Political Agent in Manipur (1877-1886) wrote, "The Kukis are a wandering race consisting of several tribes who have long been working up from the South. They were first heard of as Kukis, in Manipur, between 1830 and 1840". (Page 25, Manipur and The Naga Hills by Sir James Johnstone. Cultural Publishing House, 18-D, Kamla Nagar, Delhi 110007). He further added, "Their original home cannot be correctly ascertained, but there seem to be traces of them as far south as the Malay peninsula". (Page 27). There are many books written by the British administrators and researchers on Manipur and her people. Some of them, among others, are Account of the Valley of Munnipore by Major McCulloch, Political Agent in Manipur (1863-1867); Account of Manipur and the Hill Territory by R Brown, Political Agent in Manipur (1867-1875); The Lushei Kuki Clans by Lt-Col Shakespear the PA in Manipur (1905-1908) and (1909- 19014); Gazetteer of Manipur by EW Dun; The Meitheis by TC Hodson, Asst. PA and Superintendent of the State, Fellow of the Royal Anthropological Institute; My Three Years in Manipur by Ethel Clair Grimwood (the wife of the ill-fated Political Agent in Manipur, Mr Grimwood, who met a tragic death along with the Chief Commissioner of undivided Assam Mr James Wallace Quinton on March 24, 1891 at Kangla. On her return to England, she was honoured by the Queen with a Red Cross for serving in Manipur under the most adverse circumstances). None of the books mentioned above ever reported the Kukis as aboriginal and original inhabitants of Manipur. Moreover, the Kuki-Zo tribes claimed themselves to be one of the ten lost tribes of Israel called Bnei Menashe. Led by some elders like LS Thangjom, a retired IAS, they reached Israel and the Israeli government accepted their claims giving them citizenships. Around 5,000 of them have already immigrated, as reported by Jordyn Haime in The Times of Israel dated October 6, 2023. God bless them.

Just few points: 1. Meiteis already claim major chunk of reservation- SC (15%), OBC (27%) and EWS (10%), and now they even want the small pie of STs' (7.5%). 2. Hill towns like Lamka (Ccpur), Kanggui, Chandel and Senapati are geographically and topographically not different from Imphal valley. In fact they can be said to be a contiguous extension of Imphal Valley. Hence, they are not very challenging to develop like Imphal. Just a lack of political will: the seize of development and development funds by majority Meiteis. 3. Nagas and Kukis are forced to go to valley because they don't enjoy even a fragment of development the Imphal valley has. Every year, 75-80% of budgets are emptied and concentrated within Imphal Valley only. 4. Very imp: Kukis have never demanded for a 'separate' country- they want separate administration (be it State or UT with legislature), unlike the NSCN or Meitei terror groups. 5. No one misunderstood Manipur HC's order. When the entirety of the majoritarian (Meitei) state mechanism is favouring Meiteis, and lastly even the HC allegedly joins that bandwagon - this was perceived as Infiltration of Meitei agenda even into the judiciary (As we all know, recognition or deletion of STs is entirely the discretion/pleasure of the Prez) 6. 90% of Manipur area, which are mountainous and protected under constitutional provisions are 'sitting-ducks" for Nagas and Kukis economically. this is because, these mountainous 'plots' do not come under Patta System/Private Ownership and hence can't be used as collaterals to even claim 1 rupee loans, nor can the people start commercial exploitation of natural resources (prohibition, tribals financially poor, and cultural roots and values rooted in environmental conservation and consciousness)... etc etc... You cannot force a wife victim to domestic violence to go back to her husband after facing brutality and violence at the hands of her husband. If the wife asks for divorce, then divorcement is The solution. The Meiteis here are the aggressor husband, and the Kukis the victimised wife. The Kukis want divorce from Manipur, and their cries of justice must be heard. Justice via political Separation. #SeparateAdministration is the true and only justice. If you force them to go back, can you ensure that Meitei brutality won't be unleashed again? Will you take responsibility and accountability for any future deaths or violence arising after cramping them back together via 'forced normalcy'? But all in all, albeit delayed 19 months, you decide to address this burning topic. So at least that's KUDOS!!...the NE, esp Manipur right now deserves more discourses and attention from across all section of the populace.

There are misconceptions that Meitei can't buy lands in tribal areas.If they can't buy land they would not be settled in kuki dominated hill areas such as Churachandpur,Chandel and Moreh (as pointed out by Chetan Sir). There is Manipur Land Revenue and Land Reforms (MLR & LR) Act 1960 through which meitei can buy land in tribal areas.This act is partly introduced in tribal areas mainly in Kuki areas but it couldn't be implemented in Naga areas because Naga opposed it.That is why,there is no meitei villages in Naga areas. For further reading,there is a book called Tribal Land System of Manipur published by the Centre for Manipur Studies and written by meitei P Devi.

Meiteis perception on Manipur as the state for meiteis alone (exclusively) is one of the factors instigating the violence. India and the world must know that meiteis are not only the original inhabitants of Manipur. Since time inmemorial meiteis lived in the valley and Kuki and Naga lived in the hills. And one thing that hurt my sentiment is to see meitei fellows terming all of us(Kuki) as illegal immigrants or foreigners. No matter what we will keep fighting for our ancestral land and rights till the very last drop of our blood. We fought against the British during 1917-19 unlike the meiteis in valley who were aligned with colonial government under the leadership of meiteis king Maharaja Bodhachandra. None can deny the fact that hills belonged to the tribals- Kuki and Nagas... You can't Apply ARTICLE 3 to Manipur by International Law. Mizoram, Nagaland,Meghalaya were districts of Assam . When Manipur joined INDIA in 1949 , Manipur joined as a Sovereign Nation with a popular legislation and constitution as Constitutional Monarchy. According to the International Law of UN Vienna Convention, the territory of the merged Nation when two sovereign nation merged should be kept unchanged which applied to Manipur. You can't Apply ARTICLE 3 to Manipur by International Law.
What international law? Parliament can change the boundary of any state for administrative purpose. Kashmir which has been an international issue for decades just got modified recently.
Chetan sir is an expert in IR&IS but his understanding of Manipur conflict is very poor and ill informed. Regarding the number of MLAs the meitei 40 seats which you said is unreserved and anybody from the state can contest whereas the 19 seats of the tribals are ST reserved. Regarding granting UT,Manipur was a sovereign nation and joined India through a treaty and hence Art 3 cant be applied and is very different from the granting of Nagaland statehood. And also about FMR,Manipur does not have a porous border it is an open border and hence external agents are pumping guns and narco money to keep the conflict going on. Regarding AR being replaced by CRPF it is because of the ground realities of biasness and injustice it is not Assam rifles anymore it is more like kuki rifles.

To the learned teachers of Unacademy , the tribal kuki population has grown by 300% in the last couple of decades. Whereas , the Naga and Meitei population has grown by less than 20%. Do you think it is possible by natural growth rate? Also, the number of kuki villages in the 1970's was less than 200 and now it has grown up to 1500+ whereas the number of Naga villages have remained stagnant; in some parts negative. Do you think there's no illegal influx ? What about drug trades ? Do you know the fact that annual turn over of the poppy plantations , which is predominantly done by kukis , is 70,000+ crores that is twice the state budget? Ask yourself this question and you will find the amswer.

I am from Manipur and i have been listening to almost all discussions about our issue all over youtube and this has been easily one of the best discussion because it was not rhetorical or Unbiased or just narrative based and beautifully argued for both sides. Sad to say that even many UPSC youtube channels used rhetorics and WhatsApp rumours as a discussion. Let President's rule be put now and UT for 3 communities with a goal for better economic growth for now and maybe in the future unite again as a state. Sirji, please study Manipur history properly. Manipur was not never curved out of India, Manipur was an independent country with distict boundary .It merged into the Indian union through a merger agreement between two independent countries I.e between India and Manipur in 1949.
Manipur kingdom was only 650 sqkm. Not include Hill areas. That's why there's 2 MP in Manipur, Inner Manipur MP (valley )and Outer Manipur MP (Hill Areas).

The conclusion is Kukis want separate administration so that they can plant poppy, engage in illiegal trade without interference from govt. The data shows once Churachandpur where kukis dominate was the hub of drugs and poppy centre of India.
Before 1947 Manipur was independent kingdom under British. But mizoram nagaland Arunachal Pradesh was part of Assam before 1947. Manipur which annexed to India 1949 become part c state ruled under commissioner from delhi. The country which was independent are kept as part c state. Nagaland which was part of Assam got statehood in 1962 but Manipur got statehood in 1972 after blood shed. Most importantly why insurgency in Manipur started in 1964 after 17 years of India independence please analyse in deep way.
I appreciate the concern you have to bring peace in my state. The knowledge you have about the manipur hist. Politics and it's people are highly commendable. When it comes to giving a UT to Kukis the Nagas will also be separated and accomodate with smt. Be it UT/merged with Nagaland state. And I personally think that's not gonna happen easily.

According to the International Law of UN Vienna Convention, the territory of the merged Nation when two sovereign nation merged should be kept unchanged which applied to Manipur.
If you are claiming 40 seats are unreserved/open.... Make it reserved seats. Where as 20 seats are reserved.... Make it open/unreserve. Kukis will not become MLAs in meitei dominated constituency and meitei will not become MLA in tribal dominated areas. Look in to the voters in valley constituency and in the hills. One constituency voters in the hills are larger than two valleys constituency voters.
Interesting conversation. What you missed is the 40 MLA from valley is unreserved, anyone can contest. The 40 MLAs are not only Meiteis but also includes Pangles as well Bangalies etc. No Meiteis can contests in that 20 reserved MLA sheets. If you increase the reserved sheets, what will be the situation of Meiteis. For the lasts several decades, Meiteis have been excluded from all reserved benefits, be in jobs, in education, scholarships, and on top of it Meiteis are forced to live only in the valley and many more. Now almost all the Beurocrates are non Meiteis. This injustice treatment to Meiteis had forced Meiteis to become poorer and poorer day by day and all their benefits have been allowed to be looted by the current illegal laws. Now most of the rich people in valley are not Meiteis, but rather kukis, and other tribes. Your statistics of Meiteis economy should be checked and correct the false. And not only that, find out the 1500 illegal unregistered unrecognized villages in the hills.
Please look into the Census Report of 2011 of Manipur. Meitei has 45℅ population (45℅ + 9℅ meitei pangal/muslim comes around 54℅), tribals both nagas and kukis have 41℅ population. Now the problem lies here-- meitei having only 45℅ of population enjoys 37 state assembly seats whereas tribals inspite of having 41℅ population are now reduced to only 19 seats in state assembly. Now imagine one tribal MLA's looking after 55000 population Vs one meitei MLA looking after only 35000 population. The state assembly as well as state funding all goes to Meiteis. Now meiteis enjoy SC, OBC, Gen in job reservation whereas tribals were given only 30℅ in state govt and only 7℅ in central recognised Institute in the state. All developments are concentrated only in imphal valleys whereas only 5℅ of state budget are given for tribal areas as per report shown by ex MLA Kangam Arthur in manipur state assembly in 2021. Now TD department which is a toothless department controlled by meitei CM is always deprived of funds. The TD department has become a scapegoat for the meiteis to blame for all the ill development of tribal areas. Even today tribal students are deprived of their scholarship for the last two years How far do you think you can deprive a person of his basic needs by bullying him. One day the victims will rise and say enough is enough.... ... Now the funny part is that Kukis.. I mean new kukis were brought by the Britishers during Col McCullough and Raja Gambhir Singh rule in early 1840s. Meitei kings gave land to the new refugee kukis and made them settle down along the hillock of manipur to act as a buffer against the intractable nagas. Sometimes Meitei kings used New kukis to punish the Nagas by supporting them with arms. The new refugee kukis killed majority of the nagas during the kuki rebellion of 1917-1919. Even during the kuki naga conflict of 1993, all moral support and help were provided to the kukis by the meiteis. The Nagas have been suffering both in the hands of new kukis and meiteis. If truth be told, new kukis were the slave dog of meiteis to punish the nagas. Later the dog bite its own master.
It is also wrong to say Kukis are labelled as immigrants. Nobody said that. CM didn't say that. Only that for Illegal immigrants (any community) and narcotic drug trades
Stereotype, an often unfair and untrue belief that many people have about all people or things with a particular characteristic. When the media and the CM pushes a stereotype towards a certain community, you cannot say that it is wrong. Even a small meitei kid is taught to call the kukis poppy/immigrant/militant with all the adults and media labelling the kukis as such.

Some steps that Central Govt can take up to neutralize this issues immediately is: First Apologize to Northeast state for so many negligence occurs currently and in the past years. 2nd Impose President Rules(The urgent need of the hour like it or not) 3rd Removed illegal immigrants if there is any Whoever it is with proper examination. (FMR can be discussed later.) 4th Banned all these rising Armies Either from meiteis or Kukis. (Which create miss trust between each other communities ) 5th Political Dialogue with representatives from Three communities. ( Why three communities because We all know the roots of these conflict is of land based conflict turn into communal conflict Later, which can even escalate to religious conflict.) So lastly what i want conclude is Silence is not a solution Afspa is also not a solution it will only create havoc. And also delaying is also not a solution. So if not act now Worse is yet to come. So takeaction immediately or separate northeast state from India. Enough is Enough.!!!!!

Therefore, offering unsolicited advice on such a sensitive issue is both unnecessary and unproductive.
I don't know if I am late, but I would like to thank the UNACADEMY team for a beautiful and logical talk on the Manipur conflict. I would like to submit a few points here:- 1. All govt offices, hospitals, schools, colleges, university, engineering and medical colleges are located in imphal alone. Had they been distributed to the hills too, many tribals won't be coming to the valley and hence the valley won't be this populated and the meiteis won't have feared losing their land to the tribals. Development activities are all concentrated in the valley only and merely less than 5% of the fund are being spent in the hills. 2. Cultivation of Poppy and Drug Smuggling is not new in Manipur and saying that only one community is involved in absurd. The drug lords are those with money and power, and in Manipur money and power are mainly concentrated with the meiteis. The Kuki people, whosoever were involved were only transporters who were lured for easy and quick money. Targeting only a community will not solve the issue of drugs as the idea of easy money is lucrative to all and more so with those in power and money. 3. Propaganda and fake news have played a major role in escalation of the conflict and in adding fuel to the fire. The Kukis along with Manipur nagas had together held rallies against the meiteis demand for ST status. The Kukis were targeted specifically and fake messages were circulated to justify their attacks and rapes on Kukis.
Before the coming of the British, the British era, and till today, Meitei never ruled over the KukiZo. During the Meitei kingdom, their kings ruled over to their land, that is the valley.
You gadha before British came there was no kuki. Meitei King have war with Burma even Meitei King have relation or communication with ahom kingdom and Chinese. I feel pity about you. Being refugees you are not able to digest. Your agenda is different We know history are discovered not invented like kuki refugees

I want to see a debate on the Meenas given the ST status which was due to a typing mistake ( The ST/SC commission made a printing mistake in 1954 instead of granting ST to Bhil Meena they gave it the whole Bhil as well as Meena). Though they dont meet up the criteria to be considered an ST. The priviledged Meenas eat up majority ST seats be it in college reservation, civil services or other high demand jobs every year. Everyone is aware of this issue yet nobody talks about it. Should they be reconsidered citing the interest of the underpriviledged Tribes who actually fit the ST status or let them continue chunking off the ST quota while the deserving ST remains underpriviledged?
Basic principles of indian Constitution can't be changed as you know, the very fact of historical n political dimension of Manipur can't be compromised. Manipur was not carved from India or then assam, it was a princely state having two thousand years old written history having it's own language, written script, . . . . even Constitution but was merged with india in 1949. If you want to understand the contrast between meitei and kukis then just have a look on the demands that both community arises partially. Meitei demand- ST status to Meitei community, Implement NRC, Drive out all the terrorist organisations currently camp inside the manipur state. Kuki demand- Divide manipur, No NRC, No action on Kuki terrorist organisations.
Hello unacademy, isn’t it unfair to say “If peace is to be returned by giving UT status to Kukis” because then what if the Meiteis start a bigger conflict until Kabaw valley, some parts of Nagaland and Mizoram are carved out with a claim? Then again because it’s a “democracy” will India Government give that land demanded to the Meiteis? Won’t there be any conflict or discontentment from the Mizos and Nagas? Will dividing and fragmentising land, people bring peace? Another point is that, when the discussion took place on Assam Rifles that, the Meiteis demanded removal of Assam Rifles, the centre removed it. And all of you interpreted in a sense that “centre is being partial to the Meiteis”. What if, the centres are neutral, and the reasons of the demand made by the Meiteis for the removal were found to be valid with confidential evidence and so centre had to remove Assam rifles. Something to think about right?

The following very very important points misses out- (1) Illegal kuki immigrants from Mayanmar , destabilising the demography imbalance, (2) Wide spread POPY plantation in the hills where Kuki population inhabited (mainly) where many central forces are present with the outpost etc. (2) Uncontrolled of SOO agreement with kuki , where one of their leader is an ex-MP of Mayanmar. (3) In case of ST demand by Meetei , if Meetei are advance in Manipur, why Mizo, Naga, etc are belongs to ST, they also community dominated in their states, Etc etc. Please mention these points in future discussions
I am confused on the idea of keeping FMR only in Myanmar borders. Why not FMR on the borders of Bangladesh and Pakistan where people of similar ethnicities live on both sides. Is there any future ambition of Akhand Bharat towards Myanmar? If borders are well protected, there will be no more militancy, no infiltrations leading to demographic changes and more attachment of NE people to mainland India. Is there any deliberate plan to keep NE people either as 2nd class citizens or creating their citizenship in a grey zone/ human shield to foreign powers?

@24:59 what's the issue with exchanging ASSAM Rifles with another Indian military force like CRPF? Does Kuki-zo have some personal relationships with Assam rifles? The end goal of the Central government is to summon neutral forces to stop the violence, so what if CRPF came in place of Assam Rifles which appears neutral to Meiteis? Kuki-zo don't have any allegations against CRPF like the Meiteis have with Assam Rifles? What are you experts talking about? Shameful experts.
If you know the ground reality why Kuki demand UT or separate administration then, for sure, you will be against their will, although it's a democratic demand. Meitei know's it, that's why they are against their will (against those poppy cultivators, smugglers, natural forest destroyer). Also, Manipur merged into the union of India under Merger Agreement on 21 Sept 1949. Don't try to bifurcate the state, instead focus on admintrative reforms and its mechanism.

Same thing happened with us (Bishnupriya Manipuri) originated from Bishnupur (Lumlangdong). Meitei discriminated against us and forced us to leave the valley. They call us Mayang(foreigner) and copycats just cz we don’t speak their language although we share the same traditions. Now we are separated from our motherland due to Meitei and our history has been vanished. Meanwhile kukis have been hospitable and very good to us. Meitei wants to have monopoly over Manipur. They treat non Meiteis as 3rd class citizens. The voice of Kuki and Naga people should be heard

The retired Chief Justice of Manipur High Court, Shri Siddharth Mridul, said some days back, "It is most unfair to characterise an order -- the order passed by the Manipur High Court as being responsible for all the violence in Manipur. It is not. Far from it. It is most unfair for anybody to even suggest it ... The order was simply asking the State government to respond to an earlier communication from the Central government and seeking a socio-economic report on whether Meiteis could be considered for the list of Scheduled Tribes. Nothing more nothing less. It was not a direction as was made out that the High Court directed that Meiteis be included in the category of Scheduled Tribes. There was no such direction".
Before this, the Ministry of Tribal Affairs, GOI, wrote a letter dated 29th May 2013 asking the Manipur government to furnish specific recommendations along with the latest socio-economic survey and ethnography report by an organisation of repute for consideration of the proposal for inclusion of Meitei community in the Scheduled Tribes list of Manipur. (The Manipur government sits on the file for more than ten years without giving any reply whatsoever).
The Census of India 1881, 1891, 1901 and 1931 recorded the Meitei as a forest tribe, main tribe, Hindu tribe etc. Only from the Census in 1951 was the Meitei mistakenly delisted without assigning any reason thereof either to the State government or the general public in gazette notifications.
Major-General Sir James Johnstone, KCSI, the Political Agent in Manipur (1877-1886) wrote, "The Kukis are a wandering race consisting of several tribes who have long been working up from the South. They were first heard of as Kukis, in Manipur, between 1830 and 1840". (Page 25, Manipur and The Naga Hills by Sir James Johnstone. Cultural Publishing House, 18-D, Kamla Nagar, Delhi 110007). He further added, "Their original home cannot be correctly ascertained, but there seem to be traces of them as far south as the Malay peninsula". (Page 27).
There are many books written by the British administrators and researchers on Manipur and her people. Some of them, among others, are Account of the Valley of Munnipore by Major McCulloch, Political Agent in Manipur (1863-1867); Account of Manipur and the Hill Territory by R Brown, Political Agent in Manipur (1867-1875); The Lushei Kuki Clans by Lt-Col Shakespear the PA in Manipur (1905-1908) and (1909- 19014); Gazetteer of Manipur by EW Dun; The Meitheis by TC Hodson, Asst. PA and Superintendent of the State, Fellow of the Royal Anthropological Institute; My Three Years in Manipur by Ethel Clair Grimwood (the wife of the ill-fated Political Agent in Manipur, Mr Grimwood, who met a tragic death along with the Chief Commissioner of undivided Assam Mr James Wallace Quinton on March 24, 1891 at Kangla. On her return to England, she was honoured by the Queen with a Red Cross for serving in Manipur under the most adverse circumstances). None of the books mentioned above ever reported the Kukis as aboriginal and original inhabitants of Manipur.
Moreover, the Kuki-Zo tribes claimed themselves to be one of the ten lost tribes of Israel called Bnei Menashe. Led by some elders like LS Thangjom, a retired IAS, they reached Israel and the Israeli government accepted their claims giving them citizenships. Around 5,000 of them have already immigrated, as reported by Jordyn Haime in The Times of Israel dated October 6, 2023. God bless them.

Just few points:
1. Meiteis already claim major chunk of reservation- SC (15%), OBC (27%) and EWS (10%), and now they even want the small pie of STs' (7.5%).
2. Hill towns like Lamka (Ccpur), Kanggui, Chandel and Senapati are geographically and topographically not different from Imphal valley. In fact they can be said to be a contiguous extension of Imphal Valley. Hence, they are not very challenging to develop like Imphal.
Just a lack of political will: the seize of development and development funds by majority Meiteis.
3. Nagas and Kukis are forced to go to valley because they don't enjoy even a fragment of development the Imphal valley has. Every year, 75-80% of budgets are emptied and concentrated within Imphal Valley only.
4. Very imp: Kukis have never demanded for a 'separate' country- they want separate administration (be it State or UT with legislature), unlike the NSCN or Meitei terror groups.
5. No one misunderstood Manipur HC's order. When the entirety of the majoritarian (Meitei) state mechanism is favouring Meiteis, and lastly even the HC allegedly joins that bandwagon - this was perceived as Infiltration of Meitei agenda even into the judiciary (As we all know, recognition or deletion of STs is entirely the discretion/pleasure of the Prez)

There are misconceptions that Meitei can't buy lands in tribal areas.If they can't buy land they would not be settled in kuki dominated hill areas such as Churachandpur,Chandel and Moreh (as pointed out by Chetan Sir).
There is Manipur Land Revenue and Land Reforms (MLR & LR) Act 1960 through which meitei can buy land in tribal areas.This act is partly introduced in tribal areas mainly in Kuki areas but it couldn't be implemented in Naga areas because Naga opposed it.That is why,there is no meitei villages in Naga areas.
For further reading,there is a book called Tribal Land System of Manipur published by the Centre for Manipur Studies and written by meitei P Devi.

Meiteis perception on Manipur as the state for meiteis alone (exclusively) is one of the factors instigating the violence. India and the world must know that meiteis are not only the original inhabitants of Manipur. Since time inmemorial meiteis lived in the valley and Kuki and Naga lived in the hills. And one thing that hurt my sentiment is to see meitei fellows terming all of us(Kuki) as illegal immigrants or foreigners.
No matter what we will keep fighting for our ancestral land and rights till the very last drop of our blood. We fought against the British during 1917-19 unlike the meiteis in valley who were aligned with colonial government under the leadership of meiteis king Maharaja Bodhachandra.

What international law? Parliament can change the boundary of any state for administrative purpose. Kashmir which has been an international issue for decades just got modified recently.

Chetan sir is an expert in IR&IS but his understanding of Manipur conflict is very poor and ill informed. Regarding the number of MLAs the meitei 40 seats which you said is unreserved and anybody from the state can contest whereas the 19 seats of the tribals are ST reserved. Regarding granting UT,Manipur was a sovereign nation and joined India through a treaty and hence Art 3 cant be applied and is very different from the granting of Nagaland statehood.
And also about FMR,Manipur does not have a porous border it is an open border and hence external agents are pumping guns and narco money to keep the conflict going on.
Regarding AR being replaced by CRPF it is because of the ground realities of biasness and injustice it is not Assam rifles anymore it is more like kuki rifles.

To the learned teachers of Unacademy , the tribal kuki population has grown by 300% in the last couple of decades. Whereas , the Naga and Meitei population has grown by less than 20%. Do you think it is possible by natural growth rate? Also, the number of kuki villages in the 1970's was less than 200 and now it has grown up to 1500+ whereas the number of Naga villages have remained stagnant; in some parts negative. Do you think there's no illegal influx ? What about drug trades ? Do you know the fact that annual turn over of the poppy plantations , which is predominantly done by kukis , is 70,000+ crores that is twice the state budget? Ask yourself this question and you will find the amswer.
The kukis were originally called "Khongjai Or Khongchai" by the Meiteis they aren't indigenous.The ST demand is not the origin of the crisis the kukis demanded separate administration since 1950's we have the proof as they gave memorandum to PM Nehru. So don't blame ST status as a reason.

I am from Manipur and i have been listening to almost all discussions about our issue all over youtube and this has been easily one of the best discussion because it was not rhetorical or Unbiased or just narrative based and beautifully argued for both sides. Before 1947 Manipur was independent kingdom under British. But mizoram nagaland Arunachal Pradesh was part of Assam before 1947. I appreciate the concern you have to bring peace in my state. The knowledge you have about the manipur hist. Politics and it's people are highly commendable. When it comes to giving a UT to Kukis the Nagas will also be separated and accomodate with smt. Be it UT/merged with Nagaland state. And I personally think that's not gonna happen easily.
Support NRC and let's find out the real citizens. In 1963 Kuki refugees write letters to the Union of India to grant citizenships, now they are calling indigenous.

According to the International Law of UN Vienna Convention, the territory of the merged Nation when two sovereign nation merged should be kept unchanged which applied to Manipur.

If you are claiming 40 seats are unreserved/open.... Make it reserved seats. Where as 20 seats are reserved.... Make it open/unreserve. Kukis will not become MLAs in meitei dominated constituency and meitei will not become MLA in tribal dominated areas.
Look in to the voters in valley constituency and in the hills. One constituency voters in the hills are larger than two valleys constituency voters.

Interesting conversation. What you missed is the 40 MLA from valley is unreserved, anyone can contest. The 40 MLAs are not only Meiteis but also includes Pangles as well Bangalies etc. No Meiteis can contests in that 20 reserved MLA sheets. If you increase the reserved sheets, what will be the situation of Meiteis. For the lasts several decades, Meiteis have been excluded from all reserved benefits, be in jobs, in education, scholarships, and on top of it Meiteis are forced to live only in the valley and many more. Now almost all the Beurocrates are non Meiteis. This injustice treatment to Meiteis had forced Meiteis to become poorer and poorer day by day and all their benefits have been allowed to be looted by the current illegal laws. Now most of the rich people in valley are not Meiteis, but rather kukis, and other tribes. Your statistics of Meiteis economy should be checked and correct the false. And not only that, find out the 1500 illegal unregistered unrecognized villages in the hills.

Please look into the Census Report of 2011 of Manipur. Meitei has 45℅ population (45℅ + 9℅ meitei pangal/muslim comes around 54℅), tribals both nagas and kukis have 41℅ population. Now the problem lies here-- meitei having only 45℅ of population enjoys 37 state assembly seats whereas tribals inspite of having 41℅ population are now reduced to only 19 seats in state assembly. Now imagine one tribal MLA's looking after 55000 population Vs one meitei MLA looking after only 35000 population. The state assembly as well as state funding all goes to Meiteis.
Now meiteis enjoy SC, OBC, Gen in job reservation whereas tribals were given only 30℅ in state govt and only 7℅ in central recognised Institute in the state. All developments are concentrated only in imphal valleys whereas only 5℅ of state budget are given for tribal areas as per report shown by ex MLA Kangam Arthur in manipur state assembly in 2021. Now TD department which is a toothless department controlled by meitei CM is always deprived of funds. The TD department has become a scapegoat for the meiteis to blame for all the ill development of tribal areas. Even today tribal students are deprived of their scholarship for the last two years How far do you think you can deprive a person of his basic needs by bullying him. One day the victims will rise and say enough is enough.... ...
Now the funny part is that Kukis.. I mean new kukis were brought by the Britishers during Col McCullough and Raja Gambhir Singh rule in early 1840s. Meitei kings gave land to the new refugee kukis and made them settle down along the hillock of manipur to act as a buffer against the intractable nagas. Sometimes Meitei kings used New kukis to punish the Nagas by supporting them with arms. The new refugee kukis killed majority of the nagas during the kuki rebellion of 1917-1919. Even during the kuki naga conflict of 1993, all moral support and help were provided to the kukis by the meiteis. The Nagas have been suffering both in the hands of new kukis and meiteis. If truth be told, new kukis were the slave dog of meiteis to punish the nagas. Later the dog bite its own master.

It is also wrong to say Kukis are labelled as immigrants. Nobody said that. CM didn't say that. Only that for Illegal immigrants (any community) and narcotic drug trades
Stereotype, an often unfair and untrue belief that many people have about all people or things with a particular characteristic.
When the media and the CM pushes a stereotype towards a certain community, you cannot say that it is wrong. Even a small meitei kid is taught to call the kukis poppy/immigrant/militant with all the adults and media labelling the kukis as such.

I will like to share my opinion too.
Some steps that Central Govt can take up to neutralize this issues immediately is:
First Apologize to Northeast state for so many negligence occurs currently and in the past years.
2nd Impose President Rules(The urgent need of the hour like it or not)
3rd Removed illegal immigrants if there is any Whoever it is with proper examination. (FMR can be discussed later.)
4th Banned all these rising Armies Either from meiteis or Kukis. (Which create miss trust between each other communities )
5th Political Dialogue with representatives from Three communities. ( Why three communities because We all know the roots of these conflict is of land based conflict turn into communal conflict Later, which can even escalate to religious conflict.)
So lastly what i want conclude is Silence is not a solution Afspa is also not a solution it will only create havoc. And also delaying is also not a solution. So if not act now Worse is yet to come. So takeaction immediately or separate northeast state from India. Enough is Enough.!!!!!

I don't know if I am late, but I would like to thank the UNACADEMY team for a beautiful and logical talk on the Manipur conflict. I would like to submit a few points here:-
1. All govt offices, hospitals, schools, colleges, university, engineering and medical colleges are located in imphal alone. Had they been distributed to the hills too, many tribals won't be coming to the valley and hence the valley won't be this populated and the meiteis won't have feared losing their land to the tribals. Development activities are all concentrated in the valley only and merely less than 5% of the fund are being spent in the hills.
2. Cultivation of Poppy and Drug Smuggling is not new in Manipur and saying that only one community is involved in absurd. The drug lords are those with money and power, and in Manipur money and power are mainly concentrated with the meiteis. The Kuki people, whosoever were involved were only transporters who were lured for easy and quick money. Targeting only a community will not solve the issue of drugs as the idea of easy money is lucrative to all and more so with those in power and money.
3. Propaganda and fake news have played a major role in escalation of the conflict and in adding fuel to the fire. The Kukis along with Manipur nagas had together held rallies against the meiteis demand for ST status. The Kukis were targeted specifically and fake messages were circulated to justify their attacks and rapes on Kukis.

Before the coming of the British, the British era, and till today, Meitei never ruled over the KukiZo. During the Meitei kingdom, their kings ruled over to their land, that is the valley.
You gadha before British came there was no kuki. Meitei King have war with Burma even Meitei King have relation or communication with ahom kingdom and Chinese. I feel pity about you. I want to see a debate on the Meenas given the ST status which was due to a typing mistake ( The ST/SC commission made a printing mistake in 1954 instead of granting ST to Bhil Meena they gave it the whole Bhil as well as Meena). Though they dont meet up the criteria to be considered an ST.
The priviledged Meenas eat up majority ST seats be it in college reservation, civil services or other high demand jobs every year. Everyone is aware of this issue yet nobody talks about it.
Should they be reconsidered citing the interest of the underpriviledged Tribes who actually fit the ST status or let them continue chunking off the ST quota while the deserving ST remains underpriviledged?
Basic principles of indian Constitution can't be changed as you know, the very fact of historical n political dimension of Manipur can't be compromised. Manipur was not carved from India or then assam, it was a princely state having two thousand years old written history having it's own language, written script, . . . . even Constitution but was merged with india in 1949.
Respected sir pliz respect the history of Manipur. And Manipur is the 19th state of india n will ever remain as an integral part of india. Never bring an illusion of division of Manipur in any form

Hello unacademy, isn’t it unfair to say “If peace is to be returned by giving UT status to Kukis” because then what if the Meiteis start a bigger conflict until Kabaw valley, some parts of Nagaland and Mizoram are carved out with a claim? Then again because it’s a “democracy” will India Government give that land demanded to the Meiteis? Won’t there be any conflict or discontentment from the Mizos and Nagas? Will dividing and fragmentising land, people bring peace?
Another point is that, when the discussion took place on Assam Rifles that, the Meiteis demanded removal of Assam Rifles, the centre removed it. And all of you interpreted in a sense that “centre is being partial to the Meiteis”. What if, the centres are neutral, and the reasons of the demand made by the Meiteis for the removal were found to be valid with confidential evidence and so centre had to remove Assam rifles. Something to think about right?

But here, I would like to put some truth about the Conflicts between Our future Neighbours Manipur state n Our KukiLand state of India. I’ll not certain my own favour or wish but from the conscience of everyone!
And the reason why we r demanding Separate Administration!
Firstly, Being a kuki community, mostly we always use to have awareness to spread false propaganda or wrong narrative from our side, like wise we don’t want or like The Citizens of India Every people should just favour and support us by means of relatives, Religion matters, Tribal matter, or any form of One own Favour! Instead we want by seeking or knowing the fact n truth inside what we faced! By humanity..by justice.
Before the conflict started on 3rd May 2023! We the Kuki Community never imagine or thought n dream about that we will demand SA which call UT! As we are a peaceful community.. We don’t even complain or having sense of favouring our community.. we r always think that Manipur is for all of community, For India.. So, if something is injustice happen to Everyone/from every Community.. we just condemn only! And even from our Community.. if someone did unlawful activities..and if the govt/other community take action.. we don’t sided! But here.. I saw something.. wrong! If other communities did wrong… they protect themselves.. that so on happened many years! On the others way how we kind to others with very Fool, we just accept..as we r citizens of India n state of Manipur.
Unfortunately… Likewise Manipur Govt meitei community took advantage from our kind as we r foolish community broad minded! They prepared secret plan to wide out from Manipur.. or killed of us all.
When The war started.. as they r majority n state holders! They acted as Victims… played Hindu Victim card, as well as they show our Family, brothers n sisters dead bodies to Media, to Citizens of India that they are victims. They always lied to media.. just organise rally every time without any evidence to prove or show! They r very unity to in media for exposed.

For the last.. like our community faced such incidents.. if happened to other community, more than we demand.. they will demand higher!

The following very very important points misses out- (1) Illegal kuki immigrants from Mayanmar , destabilising the demography imbalance,
(2) Wide spread POPY plantation in the hills where Kuki population inhabited (mainly) where many central forces are present with the outpost etc.
(2) Uncontrolled of SOO agreement with kuki , where one of their leader is an ex-MP of Mayanmar.
(3) In case of ST demand by Meetei , if Meetei are advance in Manipur, why Mizo, Naga, etc are belongs to ST, they also community dominated in their states,
