As for the Zappy gun concept, it might have been inspired by Crime Fighters which featured the use of handguns (interestingly, TMNT 1989 was being developed shortly after the release of Crime Fighters, so it came to no surprise that the idea was recycled). As for why it was scrapped, my guess was that a gun would be meaningless if the turtles already had weapons

As much as I enjoyed playing the Teenage Mutant Ninja Turtles 1989 arcade game myself, I would've preferred having the main cast (Cam Clarke, Barry Gordon, Rob Paulsen, Townsend Coleman, Renae Jacobs, Peter Renaday, James Avery, Pat Fraley) who voiced as the main characters for the television series also voice as the main characters for the arcade game too, just like how the main cast (Dan Castellaneta, Julie Kavner, Nancy Cartwright, Yeardley Smith) who voiced as the main characters for the Simpsons television series also voiced as the main characters for the Simpsons arcade game.
