[WIP] Tails' Khaos Kontraption: Amplify Mode Showcase

This is a WIP showcase of a mod I'm making for Dr. Robotnik's Ring Racers, specifically this is in it's "Amplify" mode, which cranks up the intensity of the effects. This mod is still planned to have a playtest on June 14th, so don't miss out on that!
Anywho, this mod has gone through a lot of changes since the trailer, I've rewritten the foundation of the code from scratch in order to better work with netplay and replays (and as you can see, it works near flawlessly with replays now), and in general just get rid of years of cruft from my code. Not all the old effects are implemented, but like, 90% of them are. And indeed there are new effects added too.
