It IS a beta. If you listen to the Genshin beta, you'll find the same inconsistences happen. This tends to be because the voice directors change their minds on what voice they want. This is how we ended up losing Barbara, Paimon and Lumine's original voices and why voices like Xiao's change over time. Even some of Ayato's voice lines changed because the original director they gave the voice actor was actually incorrect and contradicted the story. They had to go back in later and change it.
The voices get modified a bit for the full version compared to bata gameplay it should sound better on the full release even if it doesn’t it can still get updated after the full release similar to what happened with Barbra on Genshin mhio use bata voice file by mistake and then fixed it

Edit: after looking around a little, her physical age is apparently much older than her puppet appearance. One of the flavor texts (don't remember exactly where, maybe her bio or lightcone) eluded to her making them appear as she was as a child so others wouldn't be afraid to volunteer as much for her experiments

Aside from the mental image of Horde Chieftain Herta being funny to imagine. I cannot unsee Sylvanas saying "time to twirl" while holding a hammer. Imagine the confused looks from the Horde and Alliance forces alike. xD

@Dichang Feng By that logic, any Western movie or animated series shouldn't be dubbed to Japanese/Korean/Chinese, because it doesn't fit the gringo style characters. And not everyone plays in EN dub to understand the story, since the game has subtitles. Some people genuinely enjoys playing in EN language, because, unlike other anime or videogames, Hoyoverse did a great choice of voice actors and their dub quality is pretty good. Objectively speaking, the EN dub is good, if you don't like it, it's fine, it's not for everyone, and everyone has their own taste, but insulting a dub, the people who likes the dub, and even the voice actors, it's ridiculous... I personally like every single dub in this game. There's no such thing as "bad dub", all of them are great, and for different audiences....
