There's definitely a lot of design systems (i.e. Material) and CSS frameworks (ie. Bootstrap) that may serve as a good starting point. Figuring our grids, vertical rhythms, font scaling progressions is quite technical, and I think even a large design system team should see if there are systems they can borrow from. No doubt you will always have lots of customization. I think a big question is if you want to tied at the hip with another systems releases. That could cause a team to feel the pains of being limited.
