One thing to consider, which is a situation I have encounted at sea, is when a vessel is not exactly on your Starboard beam, but slightly aft of it and almost...BUT not quite aft of 22.5 degrees abaft her beam, on paper it is clear who is stand on, but in practice less clear. It was a sitaution that i was also presented with during my Mates Orals. 13d is your answer ;-)

Can the give way vessel alter to port and avoid crossing ahead?
maybe if the vessel is from the starboard side she will alter to port to avoid collision.

I have a question sir, what if NUC is in the TSS and RAM will cross ahead, who's the stand on vsl?
RAM can still take action. NUC cant except dropping her anchor. RAM also has to take action according to Rule 17 a(ii)
