That would entail making a custom mold and be extremely difficult. Blown sugar could work but that's almost impossible in that size. Just silly honestly, when you can use a glass one.

You could probably pour heated sugar onto an upturned bowl and glue two halves together to make an edible dome. Can be dangerous to work sugar as a beginner tho
