V1 does think, And I'm pretty sure that V1's personality is defined by your actions as a player. Even then V1 is curious about it's surroundings, why would it listen to Gabriel's speech if it could easily kill him while he's laying on the floor, vulnerable after his defeat in 6-2. Same goes for prime souls. All machines have a mind of their own, which is proven by the gutterman poem in 7-2 and enrageable machines. You can even see V1's thoughts in 4-4 "You're not getting away this time", this may be done for players to understand that they need to chase V2, but that doesn't change the fact that it's coming from V1

He seemingly just let V2 get away the first time, the second time he even says “You’re not getting away this time.” Showing major thought. Not to mention he can pick up books and read them, and even discern what he finds interesting or useful, and what he doesn’t.
