    Although forearm rotation is done exactly as you have shown we do have to understand that moving any part of the arm always involves the use of the shoulder to some degree so it's important not to think that the shoulder must be kept as still as possible. If foreman/wrist rotation is done properly the shoulder will always move in a relaxed and natural manner.
